TRUMP IS PLAYING HIS TAIWAN CARD WHY HE IS STILL LESS OF A THREAT TO CHINA THAN HILLARY OR OBAMA America’s foreign policies toward China can be easily characterized as tactics to contain China’s growth and gain advantages for the benefits of the U.S. This selfish motive is very understandable in light of America’s concern of China’s economic challenge. All the China bashings from U.S. leaders simply reflect U.S. fear of China economic dominance which seems unstoppable. The only difference between the U.S. leaders bashing approaches are based either ideological or practical. Both Obama and Hillary are political intellectuals. They attack China on ideological levels such as freedom, democracy and human rights to plant seeds of divisiveness in China. Whereas Trump as seasoned business man, attacks China on trade practices and lately by playing the Taiwan card, in so doing hoping to gain advantages in trade negotiations. On surface Trump appears to be more aggressively against China than Hillary and Obama but on more analysis Trumps tactics will prove to be ineffective. Of late there is a lot of buss in U.S. media about how brilliant Trump is in playing the Taiwan card, going as far as denying the long held U.S. one China policy. Since one China is a core interest of China, the U.S. main stream is supporting Trump for hitting China where it hurts. On surface it appears to be smart but in reality it is Taiwan that will be hurt and not China. This is because Taiwan is totally dependent on China economically. U.S. has very little to offer Taiwan economically by being friendly but China can hurt Taiwan economics badly by being unfriendly. Most of all by driving a wedge between China and Taiwan, Trump also unknowingly unites all Chinese worldwide behind the Chinese government to forge ahead Xi’s call for China dream and China rejuvenation. This will give more momentum to Xi’s “One Belt One Road” initiative to connect the world through the new Silk Road (please refer to my essay “China will become the Middle Kingdom again). What is more Trump’s use of Taiwan card will give China more reasons to reclaim more South China Sea islands, something that the U.S. Pentagon does not like. Trump will fail in deterring China, first he does not understand what drives China, second political negotiation and business negotiation may not mix, each requires its own response. At the end Trump cannot out negotiates China on the economic front because China’s economic momentum is unstoppable no matter how smart Trump is. On the other hand, both Obama and Hillary tactics to attack China are much more dangerous. Since China needs its citizen’s support to move ahead on Xi’s strategies of China dream and China rejuvenation to reach the two important centennial goals of moderately prosperity and modern socialist state. The successful reaching of the two important centennial goals will largely depend on the unity of the nation. Hillary’s tactics are designed to plant seeds of ideological divisiveness in China. By excluding China, Obama’s TPP trade agreement is designed to isolate China from her own backyard economically. CHINESE DAO IN 21ST CENTURY ACCORDING TO FUNG EXPLAINED AND UPDATED THE RISE OF CHINA AS A POLITICAL MERITOCRACY AND CIVILIZATION STATE BY FRANCIS C W FUNG, PH. D. Fung’s essay of Chinese Dao (Ways) in 21st century is a five part Dao story of the rise of China as a meritocracy and civilization state. China is the only ancient civilization that has a continuous uninterrupted five thousand years history in the world. The Chinese Confucian philosophy extended to the world and heavily influenced the governance of South Eastern Asian nations to this day. The economic success of the Asian nations during the 20th century globalization is largely credited to the Confucian emphasis of education and hard work. But what has escaped the West’s global dialogue is the most important tradition of meritocracy governance of China as a civilization state. This is because the West is blinded by our liberal democratic ideology as not to see the most important Chinese contribution of meritocracy governance system to the world. The success of Singapore and China in the 20th century globalization as outstanding examples of meritocracy governed nations now proved the utter failure of the arrogant and premature Francis Fukuyama’s “theory of the end of civilization”. Throughout China’s five thousand years of rich civilization there were numerous outstanding philosophers such as Confucius, Mencius and Laotze etc. These and other famous philosophers created school of thoughts that are holistic and dedicated to serve all mankind for the good. These began with the Confucian governance system of Huang Dao (Grand Way) for the ultimate emperor. Confucian teachings of the grand way (Huang Dao) are; good governance must be based on the well-being of the people(Yi ren wei ben), to walk the grand way, the world works for the interest of all people(Da Dao zhi xing,Tien xia wei gong), select the outstanding and appoint the capable(Xuan xian yu neng) and unity of mankind(Sei jie da tong). Inspired by these grand holistic visions Chinese people are more inclined to think globally and holistically compared to the West that highly value individualism. These holistic inspirations will lead China to the 21st century to strive for win win cooperation and global community of common destiny as exemplified by the five Chinese Dao (ways) stories in Fung’s essay. The five Dao stories of the rise of China as a meritocracy and civilization state are: (I)CHINA AS THE CIVILIZATION STATE WITH THE GRAND WAY(HUANG DAO) China as a civilization state of long tradition with a predominant Confucian philosophy has practiced meritocracy throughout history. During the emperor days, the power of the emperors was constrained by the advice of their mandarin court. The mandarins in the court were selected through imperial examinations that were open to the whole population. The standard of the examinations were set by Confucian teachings of the grand way (Huang Dao), such as good governance must be based on the well-being of the people(Yi ren wei ben), the world works for the interest of all people(Tien xia wei gong), select the outstanding and appoint the capable(Xuan xian yu neng) and unity of mankind(Sei jie da tong). With this Confucian high ideal of the grand way(Huang Dao) to guide China’s meritocracy governance China remain the highest civilization state of the world for most world history. During the last two thousand years except for the last two hundred years China was the most advanced and prosperous empire in the world. China was behind in the European industrial revolution but guided by her civilization state meritocracy China rapidly caught up with the West during the last four decades. Today China is the second largest economy and the world’s number one trading nation again. Chinese Huang Dao philosophy has profound influence on Chinese modern society. According to international survey Chinese people ranked number one in highest regard for world citizenship also highest warm welcome for refuges. America prides itself on generosity, ranked number 10 on welcome for world refuges with 60 % population support whereas China ranked number one with 86% population support of world refuges according to Human Rights International. (II) VERTICAL POLITICAL MERITOCRACY DEMOCRACY AS DAO PRACTICED IN CHINA After many years of extensive research, Daniel Bell, chair professor of the Schwarzman Scholars Program at Tsinghua University, in “The China Model” reported that China has a long tradition of meritocracy practice. The Chinese Communist Party (CPC) has a very large Organization Department which tests and trains the cadres for promotion. The tests and programs are rigorous and also include nominations by piers and superiors. Periodic skill trainings are conducted with sophisticated party school courses. Chinese political meritocracy is firmly implemented at top level of government and election at lower village level, not unlike the Bahai system of governance. Chinese top leaders at the politburo level need at least three terms of duty at large city or provincial level with hundreds of millions of citizens. This is called a vertical system of meritocracy democracy by Professor Daniel Bell. That we in the U.S. totally missed China’s development of the Dao of the political meritocracy democracy as legitimate governance system is because of our preoccupation to spread our liberal democracy ideology to maintain hegemony. The risks that we missed this China Dao of development cannot be overestimated. This is of paramount importance that the new Trump government now be informed of China’s vertical political meritocracy democracy so we can remain engaged with important development and stay competitive. The one man one vote procedure is American’s ultimate answer to democracy. The fact that this pride and joy procedure led to inferior governance compared to China’s political meritocracy is obvious based on the 2008 and 2016 elections. 2008 election gave us Bush second as president who led us to the catastrophic Iraq war that resulted in Isis terrorism. On hind sight and by all accounts Bush second is now considered the worst president by the world and America. The 2016 election led to Donald Trump that the America voting public regard as a “dictator” and not qualified to govern. The protest against him as president elect is deep rooted and wide spread. Both elections show that America’s one man one vote procedure is neither legitimate nor sound in the eyes of American public. The American iron clad democracy is not what China need. China should remain confident about her VERTICAL POLITICAL MERITOCRACY DEMOCRACY AS DAO for 21st century. According to the Pew national confidence survey China scored above 80% for both confidence level in their generation and future generation whereas America scored lower than 30% in both counts!!! These survey results speak loud for the superiority of VERTICAL POLITICAL MERITOCRACY DEMOCRACY AS DAO. (III) CHINESE DAO OF “HE” CULTURE IS SOCIALISM WTH CHINESE CHARACTERISTICS “HE” culture is the Chinese harmony philosophy of Confucian and Daoism teaching. According to Professor Daniel Bell, the eminent Western Confucian scholar at Tsinghua University, Confucians emphasize that a good life is characterized, first and foremost, by rich and diverse social relations. Harmony, at a minimum, means peaceful order in the absence of violence. Conflict is unavoidable; harmony is the result of dynamic balance of contending forces. The Confucian idea of harmony also values diversity (Hai na bei chuan, you yon na da). Under the grand Dao of harmony, Xi Jinping, the president of China, is travelling the world to promote win win cooperation, mutual development, and community of common destiny. Hope is high that the newly elected U.S. president will accept the new major power relation proposed by Xi and not confront China. Confucius teaching of harmony emphasizes unity in diversity. He said gentleman prefers harmony to commonality but little people prefers commonality to harmony (Jun Tse He er bu tong, Xiao ren tong er bu he). China does not have a national religion. China never had a major religious war but lived in harmony with all major religions such as Judaism, Islam, Buddhism and Christianity. (IV) THE CHINESE DAO OF INTERNET CULTURE IS ABOUT GOOD FOR THE LARGEST DENOMINATION (YI REN WEI BEN) The Chinese belief is holistic, good for the largest denomination. American highly value individualism and freedom. Confucian philosophy teaches the grand way for the world (Huang Dao), such as good governance must be based on the well-being of all the people (Yi ren wei ben), the world works for the interest of all people (Tien xia wei gong) not just one nation, select the outstanding and appoint the capable (Xuan xian yu neng) and unity of mankind (Sei jie da tong). Because individualism is highly valued, the U.S. government uses the internet to promote identity politics and political correctness, by so doing sets a limit to its internet growth to the largest denomination. On the contrary Chinese internet sets its sight on good for the largest demonization. As a result Chinese internet is more pervasive and far reaching. That is why even China is an internet late comer it’s internet is fast surpassing America. Of the ten largest internet enterprise five of them are in China and continue to grow. Today Nov 11 is the singles day Alibaba internet sale in China. In one day the sale of one trillion RMB sales surpassed the combined America total sales of Thanksgiving, Christmas and black Friday. (V) THE CHINESE DAO OF “ONE BELT ONE ROAD” INITIATIVE The ancient Silk Road that connects Europe with China through Central Asia is more than just a road of commerce. It is also a road of exchange for people, culture, technolongy and civilization. The four great inventions of China were transmitted to Europe through the Silk Road. Without those important inventions the European renaissance may not have happened or would be drastically reduced in scale or delayed. In 2013 President Xi Jinping of China announced the grand initiative of the Economic Development Belt and the 21st Century Maritime Silk Road (abbreviated as One Belt one Road). Since launching the initiative China has set up the Silk Road fund and Asian Infrastructure Investment Bank to finance infrastructures all over the world. China also built many highways, bridges, ports and railways through many difficult terrains connecting China with Europe through Central Asia. Many nations on the strategic route including Central, Eastern Europe, Central Asia and Arab countries are now embracing the One Belt One Road Initiative. March 31, 2015 is a historic moment. China successfully launched the Asian Infrastructure Bank to fund the New Silk Road Initiative to provide connectivity for the world. By now all U.S. allies have all broke from their military alliance with America and join the peaceful mutual development initiative. The only redeeming grace for America is to join as observer country at a later day. It is natural for China to launch the New Silk Road Initiative, because of all the historical, technological, financial capability and infrastructure building experience reasons. China in the last 39 years has built 20 trillion dollars of infrastructure in her own country. This super scale of construction in such a short time has no historical precedence! China is building infrastructures of all kinds all over the world. No matter how difficult the terrain, through deserts, highest mountains and coldest climate the Chinese infrastructure teams are there as long as there is need. China today is truly the indispensable nation not the U.S. The one man one vote procedure is American’s ultimate answer to democracy. According to the Pew national confidence survey China scored above 80% for both confidence level in their generation and future generation whereas America scored lower than 30% in both counts!!! The economic success of the Asian nations during the 20th century globalization is largely credited to the Confucian emphasis of education and hard work. But what has escaped the West’s global dialogue is the most important tradition of meritocracy governance of China as a civilization state. This is because the West is blinded by our liberal democratic ideology as not to see the most important Chinese contribution of meritocracy governance system to the world. The success of Singapore and China in the 20th century globalization as outstanding examples of meritocracy governed nations now proved the utter failure of the arrogant and premature Francis Fukuyama’s “theory of the end of civilization”. Throughout China’s five thousand years of rich civilization there were numerous outstanding philosophers such as Confucius, Mencius and Laotze etc. These and other famous philosophers created school of thoughts that are holistic and dedicated to serve all mankind for the good. These began with the Confucian governance system of Huang Dao (Grand Way) for the ultimate emperor. Confucian teachings of the grand way (Huang Dao) are; good governance must be based on the well-being of the people(Yi ren wei ben), to walk the grand way, the world works for the interest of all people(Da Dao zhi xing,Tien xia wei gong), select the outstanding and appoint the capable(Xuan xian yu neng) and unity of mankind(Sei jie da tong). Inspired by these grand holistic visions Chinese people are more inclined to think globally and holistically compared to the West that highly value individualism. These holistic inspirations will lead China to the 21st century to strive for win win cooperation and global community of common destiny as exemplified by the five Chinese Dao (ways) stories in Fung’s essay. The five Dao stories of the rise of China as a meritocracy and civilization state are: (I)CHINA AS THE CIVILIZATION STATE WITH THE GRAND WAY(HUANG DAO) China as a civilization state of long tradition with a predominant Confucian philosophy has practiced meritocracy throughout history. During the emperor days, the power of the emperors was constrained by the advice of their mandarin court. The mandarins in the court were selected through imperial examinations that were open to the whole population. The standard of the examinations were set by Confucian teachings of the grand way (Huang Dao), such as good governance must be based on the well-being of the people(Yi ren wei ben), the world works for the interest of all people(Tien xia wei gong), select the outstanding and appoint the capable(Xuan xian yu neng) and unity of mankind(Sei jie da tong). During the last two thousand years except for the last two hundred years China was the most advanced and prosperous empire in the world. China was behind in the European industrial revolution but guided by her civilization state meritocracy China rapidly caught up with the West during the last four decades. Today China is the second largest economy and the world’s number one trading nation again. (II) VERTICAL POLITICAL MERITOCRACY DEMOCRACY AS DAO PRACTICED IN CHINA After many years of extensive research, Daniel Bell, chair professor of the Schwarzman Scholars Program at Tsinghua University, in “The China Model” reported that China has a long tradition of meritocracy practice. The Chinese Communist Party (CPC) has a very large Organization Department which tests and trains the cadres for promotion. The tests and programs are rigorous and also include nominations by piers and superiors. Periodic skill trainings are conducted with sophisticated party school courses. Chinese political meritocracy is firmly implemented at top level of government and election at lower village level, not unlike the Bahai system of governance. Chinese top leaders at the politburo level need at least three terms of duty at large city or provincial level with hundreds of millions of citizens. That we in the U.S. totally missed China’s development of the Dao of the political meritocracy democracy as legitimate governance system is because of our preoccupation to spread our liberal democracy ideology to maintain hegemony. CHINESE HARMONY POWER IS REPLACING AMERICAN HEGEMONY SOFT POWER IN PHILIPPINE BY FRANCIS C W FUNG, PH.D. American soft power trying to force our value system such as one man one vote to the rest of the world led to disastrous results in Iraq and Afghanistan. These countries with democracy but weak government collapsed and created the world terrorist movements that tormented the world today. By contrast the Confucian tradition of hard work and affinity to learning has empowered the Asian nations such as China, Japan, Singapore, South Korea, Hong Kong and Taiwan to become world economic powers. Confucian philosophy of “Harmony Power” also teaches harmony as a way of life, world unity, mutual development and community of common destiny. This is exemplified by President Xi Jinping’s promotion of the Silk Road Economic Belt and the 21st-Century Maritime Silk Road Initiative (One Belt One Road) for world connectivity and prosperity. An outstanding current example of the failure of American hegemony soft power is Philippine’s rejection of U.S. subjugation and turning to China for friendship and cooperation. Since Philippine’s independence America kept Philippine under hegemony soft power control. Recent pronouncement from Philippine clearly spell out Philippine’s resentment of U.S. hegemony dominance. President Duterte is quoted as saying that “Philippine does not like to be stepped on as a doormat by America”. He also said that “America must not treat Philippine as little brown brothers by big brother America”. In a recent interview, Duterte also lauded China’s commitment to and generosity of helping others as a major player of the international community, adding that besides its own development, China has never forgotten those underdeveloped nations, as illustrated by its devotion to helping African and Southeast Asian countries to promote development. Speaking of the two countries’ economic and trade cooperation, Duterte said that since his country is abundant in tourism, mineral and agricultural resources, and China boasts a huge lucrative market, the two neighbors enjoy high complementarity and considerable potential for further cooperation. The Philippine leader said his country needs to retain its friendly relationship with China and learn from the latter’s success in economics and trade, especially in times of global financial crisis. The top Philippine leader also extended his gratitude to China, which, in stark contrast to some Western countries, has extended support for Philippine efforts against illegal drugs, as proved by the funding of a rehabilitation center which is about to open. “Some other countries know we are short of money, (but) instead of helping us, all they had to do was just to criticize. China never criticizes. They help us quietly. and I said that’s why it’s part of the sincerity of the people,” Duterte noted. The philippine president also expressed his desire to let Manila jump onto the bandwagon of the Beijing-proposed Belt and Road Initiative, as his nation is short of funding for infrastructure such as railways and seaports. He added that rapid development is hard to accomplish for any country without railways, saying he hopes China could offer soft loans. “There are so many things in my country which I would like to implement, but for lack of the capital stock,” he said. The Philippines also hopes to realize common prosperity. “If we can have the things you have given to other countries by the way of assistance, we’d also like to be a part of it and to be a part of the greater plans of China about the whole of Asia, particularly Southeast Asia,” Duterte said. Speaking of his upcoming China tour, Duterte said he will take the opportunity to conduct dialogue with China so as to enhance mutual understanding and partnership. “All that I would need to do is just to talk and get a firm handshake from the officials and say that we are Filipinos and we are ready to cooperate with you, to help us in building our economy and building our country.” Chinese Confucian philosophy of “Harmony Power” also teaches harmony as a way of life, world unity, mutual development and community of common destiny. During that golden period, Chinese philosophy flourished in the atmosphere of “let hundreds of school content and hundreds of flowers bloom”. To this day, Confucian philosophy plays a major role in most Asian nations. CHINA SOFT POWER RISING AND RECENT AMERICAN DIPLOMATIC SERIOUS SET BACK BY FRANCIS C W FUNG, PH. D. AMERICA, COUNTRY WITH THE MOST SOFT POWER AFTER THE FALL OF THE SOVIET EMPIRE America the leading military power also often claims it has most of the soft power of the world. Especially after the fall of the Soviet Empire, when U.S. world influence reaches its zenith. At the same breath America also looks down on China as lacking in soft power. Even Harvard professor Joseph Nye, who coined the term soft power, claims that China has no soft power. It is true after 1979 China’s reform and open up under the leadership of Deng Xiaoping, China practiced low profile diplomacy and did not promote political ideology. However, with China’s over 5000 years of continuous important history and the worldwide influence of Chinese ancient philosophers such as Confucius, Laotze and Mengtze, China has always been an influential country of culture and philosophy. Confucianism as a governing philosophy is widely practiced by all Asian nations up to modern day. China is a cultural state and not a political state as described by Martin Jacques in “When China Rules the World”. CHINA, THE RISING SOFT POWER NATION UNDER PRESIDENT XI JINGPING After 30 years of phenomenal economic growth, China now is the biggest economic country by purchasing power according to World Bank. By 2020 China will become the biggest world economic power in absolute terms surpassing America. Under the leadership of President Xi Jingping, China is spreading the philosophy of mutual development, community of common destiny and win-win cooperation. This unique world unity philosophy has its roots in ancient Confucian teaching, when Confucian Scholars promoted the concept of Great Unity (Da Tong), the teachings of Benevolence (Ren) and “All men are brothers within four seas.” Since 2013, President Xi Jingping has initiated the grand vision to revitalize the Ancient Silk Road, which was the main conduit of East and West cultural and economic exchanges since the ancient times to 18th century. Through this ancient Silk Road and the marine Silk Road Chinese inventions such as Compass, paper, printing and dynamite were transferred to Europe through Arabian countries, without these inventions Europe may not as advanced today with the European Renaissance. The Chinese Silk Road revitalization, termed the “One Belt One Road” initiative is a grand initiative to connect Western Europe, South East Asia and China through Central Asia and Eastern Europe by an economic belt with all modern infrastructures such as high-speed rails, internet and power transmission lines. A 21st century marine ocean road with modern ports and infrastructures will connect China to Africa through South East Asia, Arabian nations. Through this grand “One belt One Road” initiative China will be spreading the philosophy of mutual development, community of common destiny and win-win cooperation to all the emerging nations, thus leading to the 21st Century globalization that will be more wide spread and inclusive than the current failing 20th century globalization led by America. Inevitably, by 2020 when China has invested 1 trillion dollars to the “One Belt One Road” initiative that will lead to 2.5 trillion dollars annual trade between China and the Silk Road nations, China’s soft power will no doubt surpass the U.S. without using political ideology. RECENT AMERICAN DIPLOMACY SERIOUS SET BACK The inevitable China rise in soft power is evidenced by the recent major U.S. set back in diplomacy. When China launched the Asian Infrastructures Investment Bank (AIIB) in 2014, America out of self-interest was doing all it can to convince its NATO and Asian allies not to join the AIIB. America was concerned that the AIIB will challenge U.S. dominance by competing with World Bank and Asian Development bank both controlled by America. For the first time in modern history America influence failed to win world support in a major world undertaking of great consequences. Despite America’s arm twisting, major NATO European Nations joined AIIB as founding partners and all Asian nations joined with the exception of Japan. To vent its anger, America described U.K.s joining the AIIB as an act of kowtowing to China. Actually by not joining, America is being isolated in buildup of the “One Belt One Road” initiative, the greatest infrastructure building project in human history. It is unanimous among all U.S. scholars and diplomats, America suffered a historical diplomatic set back and is a big loser in this case. The recent America “pivot to Asia” was designed to constraint China’s rise of influence. The South China Sea territory conflict was exploited by America in all angles possible as an outsider in the name of Freedom of Navigation to assert its hegemony. In reality South China Sea freedom of navigation is never a problem, all concerned nations including China and U.S. have vested interest to maintain freedom of navigation. To challenge China’s influence, America was determined to use the strategy of divide and conquer by forming military alliances throughout Asia. In a not so subtle speech at the Shangri-La Security Conference, the U.S. Defense Secretary, Ashe Carter, announced China’s building of public service infrastructures such as light houses, weather observation stations and traunami warning buoys is like building a great wall of sand to isolate itself. In its all-out effort to win influence to constrain China, America wastes no efforts to pressure ASEAN 2016 Conference to side with Philippine in its dispute with China. To America’s dismay the final ASEAN declaration demanded outside nations not to interfere in the South China Sea dispute and the best resolution of dispute is through bilateral negotiation between countries involved, this is the Chinese position all along. Without any doubt this is the most humiliating historical defeat of U.S. hegemony since the glory days when America could block China’s rightful U.N. entry from 1949 to 1971. For 22 years American hegemony ruled the U.N. and denied China’s rightful position as a U.N. founding member. From the days as dictator of U.N. to today’s failure to influence ASEAN for our self-interest to contain China is indeed a drastic decline in U.S. world soft power. A MULTI POLAR WORLD OF PEACE AND HARMONY IS BETTER WITHOUT AMERICAN HEGEMONY In conclusion, the world with China rising is leading to a multipolar world. Especially with the rise of all the emerging nations along the “One Belt One Road’ initiative, the 21st century globalization will be complete and all inclusive, much more prosperous and harmonious than the failing 20th century globalization.
