THE NEW SILK ROAD IS CHINA DREAM AS WELL AS WORLD DREAM BY FRANCIS C W FUNG, PH.D. One cannot emphasize more how important the impact the ancient Silk Road made on human civilization development. It not only facilitated trade and commerce between East and West, and cultural exchange and integration, it was also the road through which the Mongols during the 13th century transported the four most important Chinese ancient inventions to Europe. These are the well-known compass, paper, movable prints and finally dynamite among others. Without compass Columbus could not have set sailed to discover the New World. Without the help of the next three inventions to enable the transmission of information and discovery, European Renaissance could not very well taken off and propagate throughout Europe. Without the enlightenment of human mind through European Renaissance one could hardly imagine how the industrial revolution could have taken place during the 18th century in Europe. Without the industrial revolution that brought steam power and electricity for mass manufacturing U.S. could not have become the manufacturing center of the world during and after the Second World War. Thus to a large extent America became the world’s major power today owes directly and indirectly to the existence of the ancient silk road that allows the transportation of science and technology from the East to the West to facilitate the European Renaissance and the European industrial revolution. America jumped started to become a developed nation and benefitted by inheriting all her early technology from European industrial revolution. The new silk road in the spirit of the ancient silk road as proposed by China recently consists of “One belt and one road” or the “belt and road” proposal in short. “One belt” refers to the Silk Road economic belt, which Chinese President Xi Jinping proposed during his visit to Kazakhstan last September, and “One Road” stands for the “21st Century Maritime Silk Road” which he proposed in Indonesia last October. With one route extends from China to central and western parts of Eurasia and the other from China to the Pacific and Indian oceans. According to Zhou Li, Vice-minister of the International Department of the Central Committee of the Communist Party of China, in a paper titled “New Silk Road spreads benefit to all”, I quote “President Xi Jinping's proposal to build a new Silk Road Economic Belt is in line with the trend of economic globalization, leading to a truly multipolar world and "information revolution". The project envisages China cooperating with Eurasian countries to build a stable, peaceful and developed region. If the Silk Road plan's aims are achieved, it could well be the project of the century.” “The Silk Road Economic Belt will help overcome the aftershocks of the global financial crisis and make global governance more efficient. The world economy has not yet recovered from the global financial crisis which started in the United States in 2008 and which exposed the institutional weaknesses of the global governance system. Emerging market economies have a strong need to make the global governance system fairer and more representative, especially because it is becoming increasingly difficult to coordinate the interests of the developed and developing countries under the current system.” “No country can develop in isolation. Regional development and governance, based on cooperation and negotiation, can better solve the external risks. In this context, the Silk Road Economic Belt will ensure that civilizational diversity is respected, multilateralism promoted, and extremism and trade protectionism are excluded. Since the economic belt covers Eurasia, it can deepen mutual respect, dependence and win-win cooperation in the region. This is China's plan to tackle the severe aftermath of the global financial crises, as well as translate the harmonious co-existence concept into reality.” “The Silk Road Economic Belt conforms to China's peaceful development, and cooperative and win-win diplomatic concepts. China will always respect other nations' and peoples' freedom to choose their own development path, and devise their own external and internal policies, because it is not interested in seeking dominance or creating its own sphere of influence in any region, or intervening in other countries' internal affairs.” China's unswerving adherence to a peaceful development path will be reflected in the development of the Silk Road Economic Belt. In time, I hope through the Silk Road development the idea of “Harmony Renaissance” (see Francis C W Fung’s papers on harmony Renaissance) will spread from China to the rest of the world. Building the economic belt is a task for all the countries along the ancient Silk Road because this is a project of mutual benefit, with no threat of discrimination. The spirit of Harmony Renaissance thus can be nurtured. China's vision is to see the Silk Road Economic Belt improving inter-connectivity in the region with favorable policies, better roads, stronger trade, and more exchanges of culture and peoples. Zhou Li continues in his article “China has already worked out three networks for deepened cooperation with countries of the region: China-Central Asia-West Asia, China-Trans-Caucasus-Europe and China-Mongolia-Russia. Toward this end, it is actively cooperating with the countries in infrastructure construction, for example, of railways, roads, harbors, airports and telecom networks. These projects will facilitate transportation, trade and people-to-people exchanges in the fields of education, sports, tourism, science and technology, and media.” “China has signed agreements with some East European countries to help them improve their infrastructure, and earmarked $10 billion as special loans for the projects. Also, China, Russia and Mongolia have agreed to a trans-Eurasia railway that will pass through the three countries, and China and Germany have reached a series of agreements to promote land trade and building the Silk Road Economic Belt.” “Moreover, the Silk Road Economic Belt can promote the development of other regional cooperative organizations because it is an open platform, and does not conflict with the functions of the European Union, Shanghai Cooperation Organization, Free Trade Area of the Commonwealth of Independent States and the Eurasian Economic Union.” Zhou Li concluded by saying “Given the benefits that the Silk Road Economic Belt will create, China hopes to strengthen communication, enhance mutual trust and remove misgivings with other countries to make the plan a world success like the ancient silk road.” In another article by the Director of the China Institute of World Political Studies, titled “China Belt and Road Initiative” the author claims that “ China considers the policy as the embodiment of its concepts of "community of shared destiny" and "amity, sincerity, mutual benefit and inclusiveness", as well as concrete measures to push forward its "going global" policy. The Party and governments at all levels have placed considerable emphasis on the Silk Road plans. Industrial and financial sectors are using them to create opportunities. New and traditional media outlets are dedicating special columns to them. Civil institutions and non-governmental organizations are working on various exchange programs to make them a success. Think tanks, colleges, and consultancy firms are organizing forums and symposiums to contribute their share of knowledge to the plans. A fresh round of “Dunhuang craze” and “Maritime Silk Road craze” is on the rise in literary and art circles. Think tanks, colleges, and consulting companies are convening all kinds of forums and symposiums to contribute wisdom.” “In contrast, the US administration, leaders, academics and media have shown little interest in the plans, although some American scholars have likened them to a mirage, because their goals are too ambitious, their contents numerous and jumbled.” “The "Belt and Road Initiatives" are open propositions for economic cooperation; they are meant to help the region's common development. But some American observers have said they are China's macro-strategy wrapped in the disguise of the "Silk Road", which could be used to challenge, even transform, the regional and world orders. They see the "belt-road" policy, BRICS Bank, Shanghai Cooperation Organization Bank, and Asia Infrastructure Investment Bank as attempts to create a new regime and challenge US hegemony. Such misunderstandings can be removed only if China and the US communicate over the proposals, narrow their differences, and use the "belt-road" policy to facilitate a new type of major country relationship which will benefit both countries and the world.” In response to America’s misgiving, as I mentioned at the very beginning, that global interconnectivity is a very important aspect of globalization, which the Silk Road established more than 2,700 years ago. The Silk Road was not only a trade route; it was a major artery of political, cultural and ideological exchanges between East and West as well, which means all countries related to the Silk Road, including America as a benefiter of the industrial revolution are stakeholders in the "Belt and Road Initiatives.” Even former U.S. Secretary of State Hillary Clinton has also mentioned the idea of a New Silk Road , which reflected the global and open nature of the silk road. Today China has the finance, technology and experience to provide global public goods by strengthening interconnectivity construction, which is also conducive to the US' and world’s development. Since the "Belt and Road Initiatives" are the Chinese version of the global interconnectivity strategy, which can be harmoniously and universally beneficial and inclusive. This is what the US cannot overlook in its short range zero sum mentality. Like the ancient silk road the Silk Road Economic Belt and the 21st-Century Maritime Silk Road Initiatives, or the Belt and the Road Initiatives, are not simply about trade and economics, but also the interaction and integration of different civilizations. When Chinese President Xi Jinping proposed the notion of the 21st-Century Maritime Silk Road in Indonesia in October 2013, he mentioned the word "civilization," the core of which is the integration of various civilizations. Along this line in a paper titled “The Belt and the Road and the integration of civilizations”, Peng Bo, researcher from the Chinese Academy of International Trade and Economic Cooperation, suggested the following outline approach for a smooth implementation of the “Belt and Road” project : “The idea of "civilization" has rich connotations, including culture, politics and economics. These three dimensions can either promote each other or stand in the way of each other. Politics and economics are fairly less profound than culture. We can only grasp the reality only if we handle well the intricate relationship between culture, politics and economy. The smooth implementation of the Belt and the Road Initiatives also requires the mutual interaction and promotion of the three aspects.” “In order to better develop the Belt and the Road, we need to regard the economy and trade as the motivation, politics as the lead, history as the base, culture as the platform, and build mutual trust and cooperate further. Only in this way can we integrate civilizations along the Belt and the Road, forge deep harmony between culture, politics, and economics, and eventually gain a better outcome.” “Why is trade and economy the motivation? Economy is the basis for the development of society, and the benefits brought by economics and trade are palpable and can be seen immediately. Long-term economic cooperation and the trust built after rounds of negotiations will be the basis for building the Belt and the Road. The historical Silk Road, which the new Belt and Road are modeled after, was also built through economic reciprocity.” “Why is politics the lead? Because as the superstructure, politics will impact and react to the economy. Compared to economics and culture, politics is a more proactive and more changeable force. Political negotiations often bring forth opportunities for social development and transition. The Bretton Woods Conference and the APEC conference are both examples.” “Why is culture the platform? Culture is more enduring and profound than economics and politics. The economy often undergoes transformations and witnesses highs and lows. Politics is even more changeable. Western political philosophy believes that there are no permanent friends but only permanent interests between countries. Thus, only by shaping friendship and cooperation along the Belt and the Road on a cultural dimension will the friendship be ever-lasting and form the cornerstone of the stable development of economic and trade relations.” “Why is history the base? Because history always exerts a sustained and profound impact on the current situation. When we tell the countries along the Belt and the Road that we will rebuild the Silk Road, the notion of the Silk Road evoke their historical memories, and convey to them the idea that it is our common cause rather than China's own strategy. The Belt and the Road maintains the common interest of countries and peoples along the road, rather than just the interest of China. It is therefore more likely to touch a chord in the hearts of the citizens involved.” “Therefore in the cause of implementing the strategy of the Belt and the Road, we need to rouse the enthusiasm of the relevant countries, seek common ground while reserving differences on the cultural front, develop the economy together, and build political mutual trust and benefit. MUTUAL DEVELOPMENT NOT MILITARY ALLIANCE IS THE TREND OF WORLD DEVELOPMENT By Francis C W Fung, Ph.D. More than 35 years ago Deng Xiaoping, the Chinese leader who led the Chinese nation on "reform and open up" correctly predicted that in the conceivable future the path for the world will be peace and development and not war. Today with the world more inter connected and interdependent the future trend for the world is more mutual development and not military alliance and war. In the current G20 meeting both the host nation Australia and China emphasized growth and development whereas U.S. emphasized security and military alliance. No wonder the Australia Prime Minister Abbott finds more in common with Chinese president, Xi Jinping than Obama. While Abbott and Xi signed a free trade agreement that was in discussion for ten years Obama made a speech in a warning not so subtle to China to play by American security rules. In a speech to the Australian parliament Xi Jinping stated in no uncertain terms that China is resolutely committed to world peace and those that favor war to solve problems will finally fail no matter how strong they are. Obama in the APEC meeting at one hand officially announced that he welcomes China’s rise but on the other hand made a dig of China by saying that U.S. must speak out for Hong Kong’s Occupy Central movement. These seemingly contrary statements are the paradoxes of American domestic politics that it is not politically correct to be too friendly to China. Obama will be seen as weak by American public without lecturing China. This strange phenomenon is the deep rooted result of many decades of Cold War propaganda. But the matter of fact is that the U.S. actually does not have too much to offer above and beyond talks of security and military alliance to show its strength in the Pacific region. Or his warning of potential Pacific military conflict is essential part of the U.S. pivot to Asia grand plan? There is also the unspoken rule , that a U.S. President must lecture China whenever the opportunities arises otherwise he will be criticized as weak and soft. It is business as usual, the last two times Obama went to Asia, he warned China about military conflict in China sea. Because it is only in military power America can exert influence in the region as the most powerful police force. China will never use force to achieve results as clearly demonstrated in the following exert of Xi Jinping’s G20 peace speech. It is important to point out that out of the 14 territory dispute China has with neighbors China resolved 12 disputes by discussion and diplomacy. That exemplifies an outstanding peace effort. The following is an excerpt of a peace offer by Chinese President Xi Jinping at the G20 meeting in response to Obama’s warning :- “Chinese President Xi Jinping has vowed to always use peaceful means in pursuit of Beijing's goals, including in maritime disputes, just days after US President Barack Obama warned of the dangers of outright conflict in Asia.” "China remains unshakable in its resolve to pursue peaceful development. Neither turbulence nor war serves the fundamental interests of the Chinese people," Xi said on Monday, addressing the Australian parliament. "There's only one trend in today's world, that is, the trend of peace and development and win/win cooperation." "A review of history shows that countries that attempted to pursue development with force invariably failed," Xi said. "China is dedicated to upholding peace. Peace is precious and needs to be protected."But he added: "We must always be on high alert against the factors that may deprive us of peace." "It is China's longstanding position to address peacefully its disputes with countries concerned and territorial sovereignty and maritime interests through dialogue and consultation,China has settled land boundary issues with 12 out of its 14 neighbours through friendly consultation. And we will continue to work in this direction," Xi said. "The Chinese government is ready to enhance dialogue and cooperation with relevant countries to maintain freedom of navigation and the safety of maritime routes, and ensure a maritime border of peace, tranquillity and cooperation." Xi made the comments as he sealed a long-awaited free trade agreement with Australia - a country that has long profited from China's voracious demand for its natural resources - after nearly a decade of talks.” Concludes the Xi Jinping peace speech at the current 7th G20 meeting. The following included essay by Hannay Richards titled “Obama offers same old vision of division”, is a critic of Obama’s warning speech to China at the current 7th G20 meeting. “Speaking at the University of Queensland in Brisbane, Australia, on Saturday, US President Barack Obama gave what at least one person has called "the historic Brisbane speech". It was hardly that, but certainly it had one eye on history as it was clearly intended to be both part of the cement fixing Obama's place in history before he steps through the White House door for the last time, and a reassertion of the United States' leadership credentials after China's successful week in the spotlight hosting the Asia-pacific Economic Cooperation meetings in Beijing. Unlike his performance in the Chinese capital last week, during which he cultivated the image of being just one of the boys hanging out in the local neighborhood, Obama's speech in Brisbane was intended to tell the world that the US is still firmly in the driving seat, and to tell future historians that it was Obama who ensured the US was behind the wheel during the Asia-Pacific century, thanks to his "pivot" policy. Obama claimed that he was in town to talk about "the future that we can build together, here in the Asia-Pacific region". Yet the future he envisioned was clearly the US way or the highway, or as Obama put it, a choice between conflict and cooperation. Most people would say that's a no-brainer, let's all work together for a better future. Indeed, that was what appeared to have been the consensus at the APEC summit, where the regional leaders stated in their final declaration, "We commit to working together to shape the future through Asia-Pacific partnership in the spirit of mutual respect and trust, inclusiveness, and win-win cooperation." But, as with most things when you get tired of reading the small print, there was a catch in Obama's speech. What he actually meant by cooperation is not everyone pulling together so the boat doesn't end up on the rocks that all the disputes are about, but everyone pulling together to follow a course set by the US in favor of its own interests. Although Obama claimed the US believes that nations and peoples have the right to live in security and peace, it was hard to ignore the subliminal message that it is only the US that has some god-like ability to grant these, even though there are one or two nations and peoples who would probably argue that in using what power it has, the US has only bought them turmoil and violence. Obama offers same old vision of division He asserted that an effective security order for Asia must be based "not on spheres of influence, or coercion, or intimidation where big nations bully the small", yet those should be laid at the door of the White House, as it is the US' insistence on such tactics to promote its own dominance that have resulted in the tensions and uncertainties plaguing the region. The alliances that Obama went to great lengths to praise are an inflexible structure that heralds disaster unless adjusted to meet the changing times. Obama's allusive remarks were clearly aimed at China, whose rise the US is having trouble adapting to. When Obama did finally get round to naming China, it was to portray the two countries as best buddies, but only when it is acting in accordance with the US' wishes. He was happy to praise China's role as a responsible actor in the region when the two countries' interests overlap, when it is "cut from the same cloth" as Australia or the US' other regional allies. He was less forthcoming about China's role in the areas where they disagree. The message was clear, if you're not wearing the gang colors you're not welcome to have a say in what the US regards as its area. And so there could be no doubts about the message, Obama elaborated how the US will continue to modernize its defense posture across the region, deploying more of its "most advanced military capabilities to keep the peace and deter aggression" and steadily deepening its engagement in the region "day in and day out". Then with a straight face he said, "We do this without any territorial claims". This after quoting Brisbane's famous son, David Malouf, who has written that the shrinking of distance means "even the Pacific, the largest of oceans, has become a lake", which only served to reinforce the perception that the US considers the Pacific to be its own private lake that others can use only if it chooses to grant them the privilege; a privilege that it will extend exclusively to its friends. The overall tone of his speech was another clear indication that the US' self-conceived exceptionalism is nothing more than the hubris that comes with thinking you are better than anyone else. On the surface, Obama appeared to be promoting inclusiveness and friendship, nicely wrapped up as usual with the promotion of values that have universal appeal, but in reality it was a reaffirmation to its allies that the US had not changed tack. After the positive vibes given off by the APEC meeting in Beijing, Obama's speech, with its business-as-usual message, was a real a downer. The paucity of imagination shown in the old-school vision of division he presented was in stark contrast to the forward-looking inclusiveness elaborated by Beijing earlier in the week. HARMONY ECONOMY FOR HEALTHY AND SUSTAINABLE NATIONAL DEVELOPMENT BY FRANCIS C W FUNG, PH.D. A grand view of world’s economy reveals that no country’s economic development is in perfect state, despite the egocentric claims of certain developed country. There existed only relative degrees of success at times and dramatic failures that had disastrous effects to certain nations’ population whether the country is developed or undeveloped. The reasons for failures to meet population needs are many but can be categorized as follows: inadequacy of political system, lack of understanding of economic models, inept political leadership, lack of essential technology, economy closed or partially closed because of political prejudice and finally absence of a comprehensive national harmony philosophy. The need for comprehensive national harmony philosophy came to our attention by the fact that among many ancient cultures only the Chinese culture continued 5000 years with relative prosperity and without interruption. The Confucian Chinese society, with a market economy balanced by harmony philosophy and humane authority governance was a shining example of relative economic prosperity without irreversible natural destruction and manmade disaster for the longest period of human history. In modern days, we can survey the performance failures of individual national economies according to the above mentioned inadequacies and fault lines and come up with the following examples. First let us look at America, the most developed nation with self-proclaimed perfect liberal economic system. The 2008 economic crises began in the U.S. due to under regulated speculation of packaged toxic mortgage investment products aided by the collusion of financial rating agencies. This is the combined error of an extreme liberal democracy system and the lack of political leadership that led to excessive speculation. The devastating financial collapse of America quickly spread its cancerous effect worldwide and caused disastrous sufferings to the world, developed or undeveloped alike. Next, take the example of Russia, the second major power of the developed world during the cold war era. After it exhausted its national wealth in an armament race with the U.S. against all axioms of harmony philosophy, Russia’s economy collapsed. Under Gobachev and Yeltsin, Russia bought the Western liberal democracy governance system wholesale with the full political support from the West. This experiment of drastic political change without time honored harmonizing with actual national conditions totally disintegrated the Soviet Empire. To this day, twenty years later, Putin is still trying hard to reverse the damages caused by the inept importation of a foreign governance system without full understanding. For a counter example to Russia one is referred to another article by the present author titled “How China harmonizes socialism with Chinese characteristics” The other major reason for economic under performance is a closed society. Throughout history successful nations are always open to the outside world and are keen to learn from best experiences and technology from others. One of the most successful Chinese dynasties was the Tang Dynasty, which was open to the West through the ancient Silk Road and sent Tang Zeng to India to bring back Buddhism scripture to China. During Ming Dynasty Zheng He commanded the biggest sea going fleet in history sailed by way of the marine silk route to South Asia and Africa seven times for trade and goodwill. The successful industrial revolution was full of learning examples of America learning from Europe, China was left behind because of closed policy during the Ching Dynasty. A closed society is bound to be left behind and suffer stagnation. A classic example of a modern nation suffering economic bankruptcy is the isolation of North Korea by U.S. embargo and sanction. History tells us we must learn from each other to make progress. As true an axiom as this is, there are nations today that profess to be the most open but in truth because for political prejudices are closed to Eastern cultures. To be truly open we must learn from all whether we agree politically or not. China’s current reform and opening up has ushered in the most profound economic progress in human history. Her level of GDP growth in 30 years took Europe three hundred years to accomplish. This is because she has learned from Japan,Singapore, Europe and America and disregards political differences. Due to political differences, America has blocked all successful experience from China. Continuing our survey of underperforming economies there are large numbers of oil rich countries that are rich and economically under developed. This is because over reliance on natural resources led to under employment and retarded essential manufacturing technology. This dysfunction in economy also applies to nations too dependent on export natural resources export. Thus, they suffer from lack of manufacturing and under employment. By becoming the world’s factory, China, following the examples of Japan and Korea, learned essential manufacturing technology from Japan, Europe and America. Now China has built the technology infrastructure to reach for the next innovation level to become a modernized nation thus further develop its economy. Above by no means exhausted reasons for economic under performance but merely illustrates how major disabling factors can affect countries economic performance. Having surveyed some negative contributing economic factors now let us look at the following success economic performance examples. United States because of its large land mass and endowment of rich resources plus competitive commercial enterprises is the reigning major world economic power. Its liberal democracy system encouraged individualism, entrepreneurism and business competitiveness. During the Second World War, Europe was immersed in a devastating war while the U.S. manufacturing ramp up to meet the needs of war was undisturbed. It thus became the world’s manufacturing center. It became the biggest export empire the world ever known, exceeding the golden days of Chinese silk, and porcelain and tea exports. Having learned and caught up with Europe in technology, America launched the new solid state technology industry in the Silicone Valley in California Industry. With the creation of a venture capital industry, Silicone Valley leap -frogged ahead and became leader of solid state manufacturing and later the computer industry. The 20th Century is now known as the American century. However because of U.S. past success and won the so called Cold War it continued to look disdainly at the failed Russian command technology approach with over focused state investment on heavy industry. The Russian state investment in the economy was now dreaded by America and became a rule for the U.S. government not to become involved in needed infrastructure investment. This is a shortsighted over- look of a balanced harmony economy to develop both the private and state industries. Thus the U.S. today is behind China in needed infrastructure modernization. The Chinese government learning from both the U.S. and Russia keep a balance between State and private industries in its model of socialism with Chinese characteristics. The truth is that both state and private industries have their own advantages. The private industry is more dynamic and lively while the state industry allows the government to invest in long term, large projects that private industries shy away from because of their high risk. The fast train world domination by China in a relative short ten years is an outstanding example of the advantage of harmony economies that learn from all good experiences and balance the economy by actual conditions in the nation. China has learned from Russia, Japan, Europe and America regardless of politics and optimized a system called socialism with Chinese characteristics. This is what I call a harmony economy that combines all good experience into a unique experience particularly suited for the need of a nation with unique development conditions and stage of development. This may be the reason why China may one day catch up with the U.S. and become finally an equal to America. China still has a lot to learn from the world especially from the great America. China is still a developing country facing some very daunting challenges or growing pains such as economic inequity, rapid urbanization, and environmental degradation. All these issues are being looked at by the Chinese government. That is why Xi Jinping, the Chinese president is calling for the China Dream to rejuvenate the nation by promising a better life for all Chinese citizens. Besides implementing new economic policies such as easier resident registration for migrant workers, better land compensation and health service for the farmers, balancing consumption with investment for growth, better urbanization for sustainable development. All these are essential balances a successful harmony economy for healthy and sustainable development must go through as new reforms. It needs to be comprehensive and will not be easy to implement. President XI also recognized that in order to accomplish above harmony economy China must reach deep into its ancient cultural values, especially Confucian teaching of harmony philosophy. “A nation without its roots is a Nation without its soul”, as stated by President Xi. He recommends that the Chinese must harmonize the old and new to build a lasting civilization that can contribute to the world. He has already taken the lead by incorporating ancient Chinese values into Chinese socialist core value in a poem for public education and thesis topics for higher education. The Chinese ancient cultural values combined with socialist core values are: WEALTH, DEMOCRACY, CULTURE, HARMONY, FREEDOM, EQUALITY, JUSTICE, RULE OF LAW, PATRIOTISM, PROFESSIONALISM, TRUSTWORTHINESS, FRIENDLINESS. These combined values clearly show China’s sincerity in learning and harmonize the best of East and West values that are universal. As the author is writing this article on “Harmony economy for healthy and sustainable national development” coincidently U.N. and China jointly launched the first International City Day for sustainable development at Beijing on the same day, Oct, 31st, 2014. The U.N. secretary of General used the occasion to call for world citizens to unite and marched towards sustainable development. He added by announcing “ To commemorate the first World City Day, United Nations, China and the world will unite together to discuss green and sustainable city growth policies”. Hopefully there will be many new technologies such as 3D urban farming, clean water recovery, renewable energy, landfill management and waste disposal from this better city better harmony conference. China has a large land mass plus high population density. These are the initial driving forces for the growth of energy efficient high speed rail over commercial airline for energy efficient land transportation. Plus Chinese high speed rail after successful implementation in China land mass has incentives to expand towards central Asia, south East Asia and Russia and Europe as evidenced by the recent contract signed with Turkey and Russia. The long historical importance of ancient Silk Road is also an invitation for China to expand its reach to Europe by way of central Asia. Plus there are exportation possibilities to other continents such as the recent contracts signed with Brazil, Argentina and potential contracts with India. It is a well-known axiom that necessity is the mother of product invention and market demand is the reason for commercial success. Because of the large domestic demand for high quality cameras, Japanese cameras come to dominate the world market. Because of the large land mass of America and high standard of living, U.S commercial airline industry leap frog ahead of Europe despite the fact that aeronautics as a science originated from Europe and America imported the science from Europe through the help of famous aerodynamicists such as Von Karman and Prandtl. Airbus finally caught up with America was through the forming of a European consortium. Because of the growth of international flights now is expanding to Asia, China's CCAC (China Commercial Airline Corporation) in time will catch up with Boeing and Airbus. However because China enjoys large land mass advantage connecting Europe through central Asia and down to India through south East Asia, the Western countries will be very hard put to ever catch up with China on high speed rail commercial success. Judging on the present trend, unlike other countries with high speed rail technology, China is not selfish in exporting high-speed rail. High speed rail diplomacy as practiced is a wise move by the Chinese government that will not only benefit China but the whole world. CHINESE CULTURAL RENAISSANCE AND CHINESE EXCEPTIONALISM BY FRANCIS C W FUNG, PH.D. U.S. EXCEPTIONALISM Any discussion of Chinese exceptionalism must start by mentioning American exceptionalism because the term exceptionalism was associated with America ever since the U.S. became globally dominant after the Second World War. What is American exceptionalism? Simply put, it is American founding principle based on European democracy with innovation added to build a future society supported by economic and military power. As a matter of fact the U.S. has habitually used military power to exert its exceptionalism. In many ways because China is a unique ancient civilization with 5000 years of uninterrupted culture, Chinese exceptionalism can be Chinese cultural Renaissance as foundation with added innovation for a future society by support of some form of power. By necessity it does not have to be military power. In fact as we will show in the following, cultural renaissance can be the essential element in supporting the reformation of exceptionalism. XI JINPING ON EXCEPTIONALISM WITH CHINESE CHARACTERISTICS In an article titled “Xi Jinping on Exceptionalism with Chinese Characteristics”, by Didi Kirsten Tatlow, the author correctly reported excerpts from Chinese President Xi Jinping’s speech on the deep rooted democratic thoughts in Chinese classics in support of Chinese exceptionalism. Such as: “The people are the basis of a country” Confucius ‘ “Shang Shu” or book of Documents; “Politics is about winning the people’s support, from Mengzi; “Combine rituals that express ethics and the law to rule” again from Confucius; “To govern one must attract talented people who can serve” from Tang dynasty “ The essentials of governance in the Zhengguan Reign” written in the years 708-10 extolling Tang Taizong;”Virtues are central, punishment supplements them” a quote from Dong Zhingshu, the Han dynasty political philosopher. However, Tatlow made a baseless prediction that Chinese government cannot reconcile with ancient Chinese culture. THE GREAT CHINESE CULTURAL RENAISSANCE AND EXCEPTIONALISM According to Professor Kang Xiaoguang of public administration at Renmin University in Beijing, President Xi’s emphasis on Chinese classical thought makes sense within contemporary politics. After decades of Deng Xiaoping leadership during which the government focused on economic growth, prof. Kang noticed an interest in fundamental cultural change. This new direction in political thinking he called the “Great Realignment Theory”. The present author sees this realignment more importantly as the great “Chinese Cultural Renaissance” and the formation of Chinese exceptionalism. This Great Chinese Cultural Renaissance will herald the Chinese rejuvenation and Chinese dream as extoled by President Xi. This cultural renaissance encompassing 5000 years of Chinese wisdom embodying Confucian wisdom, Chinese democratic thoughts and Harmony Renaissance will surpass the accomplishment of European Renaissance based on the rediscovery of Greek ancient democratic culture. Harmony is more inclusive than democracy. It includes all aspect of human relations as well as with nature. When a country is in harmony that means the citizen has reached a higher form of relation with the government than democracy can. When the world is in harmony it means humanity is enjoying long lasting peace. When humanity is in harmony with nature it means we have achieved sustainable development. THE INEVITABILITY OF THE GREAT CHINESE CULTURAL RENAISSANCE Professor Kang Xiaoguang on Renmin University website contrasted the great Chinese Cultural Renaissance to other contemporary political thought such as Marxism, progressive liberalism and neo-authoritarianism. He concludes that “As Chinese people have more engagement with the outside world, they have a deeper need for self-affirmation.” Responses to the blog are “There is a sense of urgency in making Chinese culture something that foresighted members of society have a responsibility to transmit and promote, to build national faith”; “ The party is able to transmit both Marxism and traditional culture” said Professor Yan Xiaofeng at the National Defense University; “ President Xi’s remarks on merging the Chinese revolutionary tradition with ancient culture is a sense that Chinese socialism with Chinese characteristics needs the wisdom from Chinese traditional culture said Professor Ye Zicheng, a political science Professor form Peking University in a recent interview. “The desire to recover new things from Chinese history and culture so that it has greater cohesive force and greater influence on the minds of Chinese people is President Xi”s biggest difference in terms of governance .” The current destructive occupy central movement by young people in Hong Kong is an expression of extremism absent of cultural values. It is a protest hurting the silent public and the Hong Kong community at large for outside interest and the political gain of few, not unlike the Red Guard rampage during by gone days. It is irrational because it hijacked the silent majority and ignored the basic law, the HK constitution, which requires that candidates be reviewed by the election committee. Hong Kong’s emotional and senseless civil disobedience amply demonstrates the need for cultural and harmony renaissance in the onetime British colony without a legitimate culture. President Xi has already spent considerable energy in formulating the socialist core values by incorporating Chinese ancient wisdom for nation building. The core values in a simple poem are “Wealth, Democracy. Culture, Harmony. Liberty, Equality. Justice, Rule of Law. Patriotism, Professionalism. Trustworthiness, friendliness.” These 12 important cultural Renaissance concepts are being written into text books and are recommended thesis topics for higher education. China has three Greatwalls , first is the physical one built before Han Dynasty. The second was built by the martyrs who died by fighting the aggressors and imperial powers. The third is the greatwall written in Chinese characters that propagate the Chinese cultural wisdom for 5000 years. One must not overlook the patriotic influence of Chinese red revolution liberation which formed the foundation of modern China and saved China from colonialism. In a website named “Confucius said, teacher explain” ,in promoting Chinese ancient culture study, Chao Yaxin quoted YiJing “Dao is the complementary cycle of Yin and Yang.”, and in another Chinese saying on 60 years historical cycle “ Thirty years West and Thirty years East”. Looking to the future Chao continues “After the founding of Peoples Republic of China, first thirty years learning from Russia, the second thirty years learning from U.S. and European powers and the next thirty years will herald the great Chinese Cultural Renaissance”. “ These Yin Yang cycles fulfils the teaching of Confucian Lunyu classic in the development of a nation that will go through the cycle of gaining power, then wealth then finally reaching cultural renaissance azimuth height.” In due course Chinese exceptionalism will rise with grandeur. CONTEMPORARY CHINA GOVERNANCE, CONFUCIAN RENAISSANCE AND CHINA DREAM

CONTEMPORARY GOVERNANCE, CONFUCIAN RENAISSANCE, AND CHINA DREAM BY FRANCIS C.W. FUNG, PH.D. ABSTRACT The contemporary renaissance of Confucianism has triumphantly rediscovered the kingly way or Humane Authority Way (named after Jiang Qing) of governance based on the three legitimacy requirements of perfect governance: the will of heaven, the will of the earth, and the will of the people. This contemporary Confucian Renaissance is a result of deep debate based on the traditional concept of Confucian ideal governance by contemporary Confucian scholars worldwide and may prove to be of more universal significance for future ways of governance than the rediscovery of Greek democracy that led to European Renaissance. Both the Western Liberal Democracy and the Middle Eastern Theocracy, by definition and implementation, are each grounded in only one of these traditional legitimacies. Therefore, they are less ideal and lacking in legitimacy compared to the three legitimacy requirements of the Humane Authority Way. They will be proved not as enduring as the Humane Authority Way in the long history of mankind. The three pillars of legitimate governance have been named by the present author as the House of Morality (HOM), the House of Tradition and Culture (HTC), and the House of Constituent Democracy (HCD) in a previous paper titled “Order of the Humane Authority Endowed with Spirit of China Dream and Harmony Renaissance”. An in-depth and objective study of contemporary Chinese governance reveals that present-day China is already operating under these three Confucian principles based on the importance of the legitimacy of socialist core value, legitimacy of the most important Chinese historical tradition upheld by the Communist Party of China, and the legitimacy of constituent democracy. These three principles are manifested by the Communist Party of China’s (CPC) upholding of the socialist core value, its important historical role in liberating and modernizing China, and the role played by the People’s Consultative Conference within the Chinese government. Most of all, the CPC is the only governing party in China today that has the successful track record, resources, and the will power to carry on these three principles to the fruition of an ideal modern government that will serve as a universal legitimate governance model for the world. Going forward, there is every reason to believe that China will formalize these three principles into a Humane Authority Way (the Kingly Way) in the Confucian tradition, as a grand tradition continuing the ancient Chinese tradition to the modern legitimate government under CPC leadership. This evolution of the Chinese government has been heralded in China and will be implemented in the coming years. The 18th National Congress of the CPC laid out a strategy for building a culturally strong nation on the basis of ideals that, while having their roots in Chinese civilization, are different from those of the West and of ancient China, and project a new China with a new spirit of global significance. This is CPC’s call for the way of modifying the Confucian constitution as part of the China dream to rejuvenate the Chinese nation and contribute to world culture through Confucian and Harmony Renaissance. INTRODUCTION In a paper titled “The Chinese Dream Can Enrich World Civilization”, the well-known academic Yue Dai Yuan from Peking University posted the following questions to the Chinese nation: “First, what kind of ideological and conceptual schemes do we need to effectively tackle the world’s problems? Without fundamental conceptual capabilities, no great ideals can be created nor can a strong culture and society be built. Second, what kind of social system can make a virtuous man willing to live in a society? Our future social designs must surpass both those of the ancients and those of the West. Only in this way will we benefit the people and make a contribution to world civilization. Third, what way of life can make people feel that their lives are meaningful? This requires society to cultivate spiritual values. No society can sustain a sense of purpose merely by achieving ever-higher living standards. It is only by developing a spiritual dimension that life can be enriched”. She answered her questions by looking into ancient Chinese civilization. There are reasons why the Chinese civilization continued 5000 years uninterrupted, despite foreign invasions and unlike all other ancient civilizations of the world that have ended. There are reasons why the Chinese civilization influenced the whole world without hegemony or outright occupation. No other ancient or modern civilization has influenced the Far East as much as China did. According to Yue Dai Yuan, “The history of world civilization has demonstrated that Chinese civilization is a cultural system with powerful resonance. Since ancient times, Chinese culture has put the pursuit of a spiritual and moral life at the center of its concerns. Its harmony principles stand for reconciliation between man and nature, for healing the rift between logic and spirituality, between the pursuit of material wealth and the good life, between natural science and humanism. “If these intrinsically Chinese cultural genes can be brought up to date and fused with our modern, culturally diverse world, a new Chinese dream that represents a new historical epoch will emerge and benefit all of humanity”. The 18th National Congress of the Communist Party of China (CPC) laid out a strategy for building a culturally strong nation on the basis of ideals that, while having their roots in Chinese civilization, are different from both of those of the West and of ancient China, and project a new China with a new spirit of global significance. This CPC call opens the way for modifying a Confucian-inspired constitution for the China dream and rejuvenation of world culture. CALL FOR CONFUCIAN AND HARMONY RENAISSANCE Along the above line of call by the 18th National Congress of the Communist Party of China (CPC) and his own outstanding research, the Confucian and Marxist scholar Jiang Qing, the most original, provocative Confucian political thinker, has single handedly led the contemporary debate on Confucian and Harmony Renaissance. It is this debate that led to the discovery of ancient Confucian teaching of the Humane Authority governance system or the Royal Way of governance (known by the ancients as the Kingly way). This ancient paradigm of superior governance explained why the Chinese ancient civilization outlasted all other ancient world civilizations and satisfied Prof. Yue Dai Yuan’s above three questions most expertly. The Humane Authority Governance System upholds that the legitimacy of governance follows the tradition of the Gongyang school of Confucius politics, according to the contemporary Confucian and Harmony Renaissance debate. And this new contemporary Confucian teaching encompasses religion, philosophy, and political thought — all three parts are integral to Confucius Renaissance. The key feature of the Way of the Humane Authority lays down the theoretical basis for Confucian Constitutionalism and a Tricameral Parliament according to Jiang Qing’s book A Confucian Constitutional Order, How China’s Ancient Culture Can Shape Its Political Future. In this book and other contemporary Confucian and Harmony Renaissance debates one can find more details on Humane Authority governance tradition and discovery. According to this current worldwide debate, the multifaceted tricameral nature of Humane Authority governance system offers the promise of a future solution for a world with diverse culture surpassing the Western liberal Democracy and Middle Eastern Theocracy. This is because the Humane Authority Tricameral Parliament has three legitimacy requirements for good governance, defined as the will of heaven, spirituality; the will of the earth, tradition and harmony; and the will of the people. In the Western liberal democracy, the legitimacy of government (e.g., in the U.S.) is entirely grounded in the will of the people, lacking the legitimacy of the will of tradition and harmony and the will of heaven or spiritual qualities. On the other side of the world, the Middle East governance is strongly grounded in religion but is lacking in the will of the people. The promise of the Humane Authority Governance for the future diverse world forecasts that the importance of Confucian and Harmony Renaissance will far surpass the discovery of democracy during the European Renaissance. It is more universal and puts China in a higher moral high ground than liberal democracy, as we shall see. The rediscovery of the Humane Authority political thinking will in time totally repudiate Margaret Thatcher’s triumphant statement that “China is unlikely to become a superpower because it lacks an independent ideology with global clout”, which the U.S. media often echo in chorus that China will never catch up with the U.S. because it has no original ideas of importance to offer to the rest of the word. WESTERN LIBERAL DEMOCRACY WITHOUT CONCURRENT SUPORT OF HUMANE AUTHORITY WILL NOT WORK IN CHINA The deficiencies of Western liberal democracy without the concurrent support of Humane Authority are many, despite the famous tunnel vision statement by Churchill and the prediction by Professor Francis Fukuyama of Stanford University; in his book The End of History and the Last Man, Fukuyama concluded that Western liberal democracy is the answer-all political solution for the world. But, in a New York Times article, titled “A Confucian Constitution for China” by Jiang Qing and Daniel Bell in response to Hillary Clinton’s criticism of China, the authors sum up the deficiency of Western liberal democracy as “Democracy is also flawed in practice. Political choices come down to the desires and interests of the electorate. This leads to two problems. First, the will of the majority may not be moral: it may favor racism, imperialism, or fascism. Second, when there is a clash between the short-term interests of the populace and the long-term interests of mankind, as is the case with global warming, the people’s short-term interests become the political priority. As a result, democratically elected governments in America and elsewhere are finding it nearly impossible to implement policies that curb energy usage in the interests of humanity and of future generations.” Of late, news of the U.S. government’s shortcomings seems to flood the West’s own media. Outstanding examples are these: the U.S. 2008 financial crises that dragged down the world economy due to corrupt creation of toxic mortgage investments (to this day none of the U.S. culprits that caused the multi-trillion dollar loss has been sentenced); the U.S. government’s gridlock that led to government shut down in 2013; the U.S. skyrocketing deficit spending; years of PEW surveys that leave no doubt about the alarmingly low confidence of U.S. public towards the direction the U.S. is heading. The loss of public confidence has a lot to do with the U.S.-style election, the lack of economic performance, and that U.S. politicians, in order to win re-election, tend to be short sighted and engage in negative campaign strategies. The U.S. Supreme Court, which has the ultimate say in law making, is concerned only with matters of legality without moral guidance, resulting in rulings such as “money is free speech” in U.S. political campaigns, thus allowing voting to be disproportionately dominated by the rich. Liberal democracy tends to favor community self-interest and a narrow vision, as opposed to measures that are more holistic and may benefit the world and the nation as a whole. The fact that the U.S. is the only major developed nation that did not sign the Kyoto Ecology Accord is a good example. The U.S. elections for president are more about popularity as opposed to meritocracy, the proven value system in the Far East. The uninformed public often is emotional and whimsical. The election of an alcoholic president who led us to the disastrous Iraq nation-building war under false pretenses is unlikely to happen in a constituent representative democracy as practiced in Hong Kong and the Bahá’í faith. For more discussions of the inadequacy of the U.S. liberal democracy and why it will not work in a country as large, complex and with 5000 years of history as China, please read the revealing book The Fourth Revolution by the chief editors of “The Economist” magazine, John Micklethwait and Adrian Wooldridge. The conclusion of the book is that Western Liberal Democracy has a lot to learn from East Asia’s political system of selection by meritocracy combined with constituent representative democracy. Their brave and pointed warning is that without East–West exchange and mutual learning to improve Western liberal democracy, the U.S. is heading to the forth-coming political Fourth Revolution. According to the Fourth Revolution, Western liberal democracy will not work in China, the longest civilization state in history. For detail analysis of China as a Civilization State please refer to the books When China Rules the World by Martin Jacques, the seasoned China observer, and China Wave by Zhang Weiwei, who maintains that China needs its own Confucian constitution brand for long-term reform and lasting contribution to world civilization and political rejuvenation. CORRECT WAY IN CHINA AND RELEVANT NAME FOR THE THREE PARLIAMENT HOUSES OF HUMANE AUTHORITY The names of the three Parliament Houses in China adopted by the contemporary debate must be revised to fit their functionality in China. Confucius himself advised “before one acts one must have correct names.” I propose the following reasons for changing the three Humane Authority Way parliament house names. 1) The name “House of Heaven” is not appropriate for China because it is not necessary to install a state religion for the Humane Authority Way to work, although in China ancestor worship is traditional and widespread. Ancestor worship is an important element of Confucius religion to remember and respect our common origin and continuity of Chinese civilization. We only need the system of Confucian moral teaching as a noble guide for China. This moral teaching can be modified by the Chinese social core value or can be substituted by other nations’ cultural values deemed as more appropriate for each different country. This makes the Humane Authority Way more universal compared to the U.S. worldwide vigorous enforcement of its Bill of Rights and system of values, which may or may not be universal in other cultures that have to deal with other higher priority rights, such as the rights of livelihood, medical health, and education. I propose that in China the “House of Heaven” be revised to “House of Morality”, as suggested by my wife Julia Devendorf, the consummate teacher. The spiritual, moral quality of Confucian teaching is highly recommended by Professor Yue Dai Yuan, another renowned and dedicated teacher, in the previously cited essay, “The Chinese Dream Can Enrich World Civilization.” I draw upon her inspiration of the China dream to rename the House of Heaven as House of Morality (HOM), although in some Islamic or Christian cultures they may want to use the names “House of Allah” or ”House of God” to be appropriate for their culture and tradition. 2) The name of “House of Earth” should be revised to “House of Tradition and Culture” (HTC) because the Humane Authority Way deals with good governance for a nation. The organic growth of any nation cannot be broken from its tradition and culture, as witnessed by the immense chaos and tragedy created by U.S. nation building in Iraq that disrupts Iraqi ongoing tradition and political stability. In all nations, political change must be continuous; otherwise, we are inviting chaos and revolution that can be very costly. Most of all, a nation that denies its tradition and culture has lost its soul. As a priority, I strongly advise that China must not look away from its 5000 years of continuous culture but must engage actively in Confucian and harmony renaissance because they are the essence of Chinese ancient culture. I strongly support the CPC dedication to rejuvenate China with Chinese characteristics, because the continuation of a nation depends on tradition and culture. 3) The “House of Tradition and Culture” (HTC) must be able to exercise its guidance on Humane Authority Way with authority. So, it shall be the only house given the veto power in the formation of national policy. The three houses are bound to work harmoniously by consensus, but all laws (including declaration of war), must pass with at least two houses to be adopted. The granting of veto power to the House of Tradition and Culture is so that as the executive arm of the government it can avoid gridlock and can stop social disturbance without calling upon the military. In the U.S., the president is granted the veto power. Unfortunately, giving one person the veto power will never win the hearts and minds of any nation. That is why Obama recently faced vigorous objections from the opposition party, the public, and even the Supreme Court on legal grounds (without needed moral judgment). On the other hand, veto power to the “House of Tradition and Culture”, HTC, collectively is very necessary in times of emergency to curb unnecessary and misguided violence. As an aside, the U.S. president is also given the power to wage war, to appoint Supreme Court judges and cabinet ministers. That makes the President effectively a dictator at times. It is most logical to grant those similar powers to the “House of Tradition and Culture”, HTC, to maintain national stability with no need to call on the military. That fulfills the teaching of the Humane Authority Way. 4) The “House of the People’s Will” should be more specific, because of the selfish and nearsighted shortcomings of U.S. liberal democracy. U.S. liberal democracy has infected China’s uninformed public to look away from its tradition and culture, and other developing nations’ stabilities are disturbed by the international media controlled by the U.S. and West. Not the least, let us not forget the warning of the forth-coming Western political Fourth Revolution conclusion in the book The Fourth Revolution (by John Micklewait and Adrian Wooldridge, on liberal democracy shortcomings). An appropriate name that exercises the people’s will but allows more universality without falling into the trap of Western liberal democracy shortcomings is “constituent democracy”. China already has the equivalent of the HCD in the form of the People’s Consultative Congress that advices the present government. All China needs is to formalize it to become the HCD. THE COMMUNIST PARTY OF CHINA HAS A PROVEN RECORD TO CONTINUE CHINA’S SUCCESS, CULTURE, AND TRADITION. The CPC has ample track records to prove that it is the most logical entity to head the “House of Tradition and Culture” (HTC) with a 51% vote in China. As much as the aforementioned three houses of parliament are bound by the principle of Humane Authority Way to work harmoniously, the power of veto by the “House of Tradition and Culture” is necessary to ensure smooth government function, so it is the most important house among the three pillars of the Humane Authority Way. HTC needs to be the strongest house so it can act as the executive branch of the three houses. The most credible and able of all political parties in China is the CPC, which can head the HTC for the following reasons: 1) CPC is the most natural, logical and able choice to continue the Chinese tradition to take charge of the HTC and to continue running all government functions to assure the most smooth transition to a Humane Authority Way nation and society. CPC’s current role is already the consensus leader of all the political parties and the 56 minorities of China. Its leadership style is one by constituent democracy in keeping with the Humane Authority Way as a shining example of how the House of Constituent Democracy (HCD) can work in China. 2) In 1949 under the leadership of Mao Zedong as the founder and Chairman, the CPC together with other minority political parties founded a unified Chinese People’s Republic that started the important tradition of the new China. Mao’s revolutionary theories not only liberated the whole China from under imperialist powers’ occupation but also for the first time in Chinese history liberated the masses and women as equal citizens. His famous saying on women rights that “Women hold up half of the sky” started and was put into action from the early Yan An revolutionary days. His love for the minorities won the hearts and minds of the Tibetan, Xinjiang, and Mongolia minorities. That is why the People’s Republic of China was able to unite Tibet, Xinjiang, and Mongolia under Mao but not under the previous Nationalist government. All these monumental achievements make an undeniable modern Chinese epic tradition that will be long lasting and must be preserved for all Chinese history. In recognition of CPC’s epic liberation legacy tradition under Chairman Mao’s leadership, CPC should be given 51% voting rights to head the HTC. Chairman Mao, because of the liberation legacy he left for China, will always be remembered as the father of modern China despite his mistakes of over enthusiasm for the future of China in his old age. Deng Xiaoping, the paramount leader that launched today’s reform and opening up era of modern China, summed up correctly that he gave Mao 80% for correct leadership and 40% for impatience at old age, resulting in a 60% overall score. The Western media’s constant malicious attack on Chairman Mao is very inconsiderate and insensitive to the majority of Chinese people’s feelings. 3) Chairman Mao also correctly predicted that China would catch up with the U.K. economy during the 1980s; this was during his rule, when China was so poor and behind it was inconceivable by the West that China could ever catch up with U.K. China’s economy eventually did catch up with U.K. in 2000 under Deng Xiaoping. Mao’s prediction was just a little early; however, it sets the goal for China to continue to surpass the imperialist powers as a laudable tradition. 4) The progress made by China during the last 30 or so years, starting with the reform and opening up movement launched by Deng Xiaoping, is nothing short of miraculous. Its modernization broke all kinds of world records. It accomplished the modernization achievements in 30 years that it took the West centuries to accomplish. Coming from its poor agriculture background, China today accounts for 90% of the world’s poverty reduction by moving 600 million people out of abject poverty. It has higher life expectancy and lower infant mortality rate than the U.S. It has more college graduates than the U.S. and soon will have more engineers and scientists working than the U.S. In 2012 its economy caught up with Japan to become the second largest economy in the world. Today it is the largest export country in goods, surpassing the U.S. — China came from mere millions in export in 1949 to today’s trillions. It is expected by World Bank and many experts that China’s economy will catch up with the U.S. in real terms by 2020, if not earlier. WHAT LIES AHEAD AFTER CHINA HAS IMPLEMENTED THE HUMANE AUTHORITY WAY? Since the Humane Authority Way originated in ancient China, it is natural for China to transition into it. As a visionary new leader, Xi already has called for a China dream to rejuvenate the Chinese nation by rediscovery of what is best in the past to combine with what is best in the future. This will bring a better life for all China with an improved environment, better social and health services, and responsive governance according to the Humane Authority Way, to be a truly socialist nation with Chinese characteristics. By today’s news, China already is the country with the biggest production of renewable energy products, including solar energy products. Based on the conclusion of all cited references we can expect that China will be most exemplary in its undertakings entrusted by the Chinese people’s wisdom. China will become a good model to the multipolar world in all human endeavors beneficial to the world. No matter how strong China becomes, it will never become a hegemony power. It will always practice harmony and mutual development, as promised by President Xi Jinping in numerous world speeches. It is not in the Chinese gene to practice hegemony. China’s culture profoundly influenced the world, especially the East in the past, but it was always through resonance instead of hegemony, in contrast to the U.S. Ever since the end of the Second World War and the fall of the Soviet Union, as the world’s only superpower, the U.S. always has sought to extend its influence through wars, such as the Vietnam war and the Iraq war. In the future, the world will become more multipolar, more democratic, and more peaceful because the U.S. will have to share its power position with China and other nations. As liberal democracy comes under more world denial, beginning at the home front when challenged by the political fourth revolution predicted by the book The Fourth Revolution, the U.S. will involuntarily concede some of the moral high ground to China and thus become less aggressive and arrogant, for the better. CONTEMPORARY CONFUCIUS RENAISSANCE,CHINA MODEL AND MY CHINA DREAM

ABSTRACT The contemporary renaissance of Confucianism has triumphantly rediscovered the kingly way or Humane Authority Way (named after Jiang Qing) of governance based on the three legitimacy of perfect governance, the will of heaven, the will of the earth and the will of people. This contemporary Confucian Renaissance is a result of deep debate based on traditional concept of Confucian ideal governance by contemporary Confucian scholars worldwide and may prove to be of more universal significance for future governance way than the rediscovery of Greek democracy that led to European Renaissance. Both the Western Liberal Democracy and the Middle Eastern Theocracy by definition and implementation each is only grounded in one of their traditional legitimacy. Therefore they are less ideal and lacking in legitimacy compared to the three legitimacy requirements of the Humane Authority Way. They will be proved not as enduring as the Humane Authority Way in the long history of mankind. The three pillars of legitimate governance have been named by the present author as the House of Morality(HOM), the House of Tradition and Culture(HTC) and the House of Constituent Democracy(HCD) in a previous paper titled “Order of the Humane Authority Endowed with Spirit of China Dream and Harmony Renaissance”. An in-depth and objective study of contemporary China governance reveals that present day China is already operating under these three Confucian principles based on the importance of the legitimacy of socialist core value, legitimacy of the most important Chinese historical tradition upheld by the Communist Party of China and the legitimacy of constituent democracy. These three principles are manifested by the Communist Party of China’s (CPC) upholding of the socialist core value, the important historical role in liberating and modernizing China and the role played by the People’s Consultative Conference within the Chinese government. Most of all, the CPC is the only governing party in China today that has the successful track record, resources and the will power to carry on these three principles to the fruition of an ideal modern government that will serve as a universal legitimate governance model for the world. Going forward, there is every reason to believe that China will formalize these three principles into a Humane Authority Way (the Kingly Way) in the Confucian tradition as a grand tradition continuing ancient Chinese tradition to the modern legitimate government under CPC leadership. This evolution of the Chinese government has been herald in China and will be implemented in the coming years. The 18th National Congress of the CPC laid out a strategy for building a culturally strong nation on the basis of ideals that, while having their roots in Chinese civilization, are different from those of the West and ancient China, and project a new China with new spirit of global significance. This is CPC’s call for the way of modifying Confucian constitution as part of China dream to rejuvenate the Chinese nation and contribute to world culture through Confucian and Harmony Renaissance. INTRODUCTION In a paper titled “The Chinese dream can enrich world civilization” the well-known academic Yue Dai Yuan from Peking University posted the following questions to the Chinese nation: “First, what kind of ideological and conceptual schemes do we need to effectively tackle the world’s problems? Without fundamental conceptual capabilities, no great ideals can be created nor can a strong culture and society be built. Second, what kind of social system can make a virtuous man willing to live in a society? Our future social designs must surpass both those of the ancients and those of the West. Only in this way will we benefit the people and make a contribution to world civilization. Third, what way of life can make people feel that their lives are meaningful? This requires society to cultivate spiritual values. No society can sustain a sense of purpose merely by achieving ever-higher living standards. It is only by developing a spiritual dimension that life can be enriched”. She answered her questions by looking into ancient Chinese civilization. There are reasons why the Chinese civilization continued 5000 years uninterrupted despite foreign invasions unlike all other ancient civilizations of the world that has ended. There are reasons why the Chines civilization influenced the whole world without hegemony or outright occupation. No other ancient or modern civilization has influenced the Far East as much as China did. According to Yue Dai Yuan, “The history of world civilization has demonstrated that Chinese civilization is a cultural system with powerful resonance. Since ancient times, Chinese culture has put the pursuit of a spiritual and moral life at the center of its concerns. Its harmony principles stand for reconciliation between man and nature, for healing the rift between logic and spirituality, between the pursuit of material wealth and the good life, between natural science and humanism” “ If these intrinsically Chinese cultural genes can be brought up to date and fused with our modern, culturally diverse world, a new Chinese dream that represents a new historical epoch will emerge and benefit all of humanity”. This ancient paradigm of superior governance explained why Chinese ancient civilization outlasted all other ancient world civilization and satisfied Prof. Yue Dai Yuan above three questions most expertly. The Humane Authority Governance System upholds that the legitimacy of governance follows the tradition of the Gongyang school of Confucius politics according to the contemporary Confucian and Harmony Renaissance debate. And this new contemporary Confucian teaching encompasses religion, philosophical and political thought, all three parts are integral of Confucius Renaissance. The key feature of the Way of the Humane Authority lays down the theoretical basis for Confucian Constitutionalism and a Tricameral Parliament according to Jiang Qing’s book “A Confucian Constitutional Order, how China’s ancient culture can shape its political future”. In this book and other contemporary Confucian and Harmony Renaissance debate one can find more details on Humane Authority governance tradition and discovery. According to current worldwide debate, the multifaceted Tricameral nature of Humane Authority governance system offers the promise of future solution for a world with diverse culture surpassing the Western liberal Democracy and Middle Eastern Theocracy. Because the Humane Authority Tricameral Parliament requires three legitimacy for good governance and defined as will of heaven, spirituality; will of earth, tradition and harmony; and will of the people. In the Western liberal democracy, the legitimacy of the U.S. government is entirely grounded in the will of the people lacking the legitimacy of will of the tradition, harmony and will of heaven or spiritual qualities. On the other side of the world, the Middle East governance is strongly grounded in religion but lacking in the will of the people. The promise of the Humane Authority Governance for the future diverse world forecasts the importance of Confucian and Harmony Renaissance will far surpass the discovery of democracy during European Renaissance. It is more universal and puts China in a higher moral high ground than liberal democracy as we shall see. The rediscovery of the Humane Authority political thinking in time will totally repudiate Margaret Thatcher’s triumphant statement that “China is unlikely to become a superpower because it lacked an independent ideology with global clout” and the U.S. media often echo in chorus, that China will never catchup with the U.S. because it has no original idea of importance to offer to the rest of the word. WESTERN LIBERAL DEMOCRACY WITHOUT CONCURRENT SUPORT OF HUAMNE AUTHORITY WILL NOT WORK IN CHINA The deficiencies of Western liberal democracy without the concurrent support of Humane Authority are many, despite the famous tunnel vision statement by Churchill and the prediction by Professor Francis Fukuyama of Stanford University, in his book “The end of history and the last man “he concluded that Western liberal democracy is the answer all political solution for the world. In a New York Times article, titled “A Confucian Constitution for China” by Jiang Qing and Daniel Bell, the authors in response to Hillary Clinton’s criticism of China, sum up the deficiency of Western liberal democracy as “Democracy is also flawed in practice. Political choices come down to the desires and interests of the electorate. This leads to two problems. First, the will of the majority may not be moral: it may favor racism, imperialism or fascism. Second, when there is a clash between the short-term interests of the populace and the long-term interests of mankind, as is the case with global warming, the people’s short-term interests become the political priority. As a result, democratically elected governments in America and elsewhere are finding it nearly impossible to implement policies that curb energy usage in the interests of humanity and of future generations.” Of late, news of U.S. government’s shortcomings seems to flood the West’s own media. Outstanding examples are: the U.S. 2008 financial crises that dragged down the world economy due to corrupt creation of toxic mortgage investments, to this day none of the U.S. culprit that caused the multi-trillion dollar loss has been sentenced; the U.S. government’s gridlock that led to government shut down in 2013; the U.S. sky rocketing deficit spending; years of PEW survey leaves no doubt the alarming low confidence of U.S. public towards the direction the U.S. is heading. The loss of public confidence has a lot to do with the U.S. style election, the lack of performance, and the U.S. politician in order to win reelection tend to be short sighted and engage in negative campaign strategies. The U.S. Supreme Court which has the ultimate say in law making is concerned only with matters of legality without moral guidance resulting in rulings such as “money is speech freedom” in U.S. political campaign thus allowing voting to be disproportionately dominated by the rich. Liberal democracy tends to favor community self-interest and narrow vision as oppose to measures that are more holistic and may benefit the world and the nation as a whole. The fact that the U.S. is only major developed nation did not sign the Kyoto Ecology Accord is a good example. The U.S. elections for president are more about popularity as opposed to meritocracy, the proven value system in the Far East. The uninformed public often is emotional and whimsical. The election of an alcoholic president who led us to the disastrous Iraq nation building war under false pretenses is unlikely to happen in a constituent representative democracy as practiced in Hong Kong and the Bahai faith. The conclusion of the book is that Western Liberal Democracy has a lot to learn from East Asia’s political system of selection by meritocracy combined with constituent representative democracy. Their brave and pointed warning is that without East West exchange and mutual learning to improve Western liberal democracy the U.S. is heading to the forth coming political Fourth Revolution. According to the Fourth Revolution, as the longest Civilization State in history, Western liberal democracy will not work in China. CORRECT WAY IN CHINA AND RELEVANT NAME FOR THE THREE PARLIAMENT HOUSES OF HUMANE AUTHORITY The names of the three Parliament Houses in China adopted by the contemporary debate must be revised to fit their functionality in China. Confucius himself advised “before one acts one must have correct names.” I propose the following reasons for changing the three Humane Authority Way parliament house names. 1) The name House of Heaven is not appropriate for China because it is not necessary to install state religion in Humane Authority Way to work, although in China, ancestor worship is traditional and widespread. Ancestor worship is an important element of Confucius religion to remember and respect our common origin and continuity of Chinese civilization. We only need is the system of Confucian moral teaching as a noble guide for China. This moral teaching can be modified by the Chinese social core value or can be substituted by other nations cultural values deemed as more appropriate for each different country. This makes the Humane Authority Way more universal compared to the U.S. worldwide forceful enforcement of its bill of rights and systems of values, which may or may not be universal in other cultures having to deal with other higher rights priority such as the rights of livelihood, medical health and education. I propose that in China the House of Heaven be revised to House of Morality as suggested by my wife Julia Devendorf, the consummate teacher. The spiritual quality of Confucian teaching is what highly recommended by Professor Yue Dai Yuan, another renowned and dedicated teacher, in the previously cited essay “The Chinese dream can enrich world civilization.” I draw upon her inspiration of China dream to rename the House of Heaven as House of Morality (HOM). Although in some Islamic or Christian culture they may want to use the names “House of Ala” or ”House of God” to be appropriate for their culture and tradition. 2)The name of “House of Earth” should be revised to “House of Tradition and Culture” (HTC) because the Humane Authority Way deals with good governance for a nation. The organic growth of any nation cannot be broken from its tradition and culture as witnessed by the immense chaos and tragedy created by U.S. nation building in Iraq that disrupts Iraqi on going tradition and political stability. In all nations, political change must be continuous otherwise we are inviting chaos and revolution that can be very costly. Most of all, a nation denies its tradition and culture has lost its soul. As a priority I strongly advised China must not look away from its 5000 years of continuous culture but must engage actively in Confucian and harmony renaissance because they are the essence of Chinese ancient culture. I strongly support the CPC dedication to rejuvenate China with Chinese characteristics. Because the continuation of a nation depends on tradition and culture. 3) The “House of Tradition and Culture” (HTC) must be able to exercise its guidance on Humane Authority Way with authority. So it shall be the only house given the veto power in the deliberation of national policy. The three houses are bound to work harmoniously by consensus but all laws including declaration of war, must pass with at least two houses to be adopted. The granting of veto power to the House of Tradition and Culture is that as the executive arm of the government it can avoid gridlock and to stop social disturbance without calling upon the military. In the U.S. the president is granted the veto power. Unfortunately, giving one person the veto power will never win the hearts and minds of any nation. That is why Obama recently faces vigorous objections from the opposition party, the public and even the Supreme Court on legal grounds without needed moral judgment. On the other hand veto power to the “house of tradition and culture”, HTC , collectively is very necessary at times of emergency to curb unnecessary and misguided violence. As an aside, the U.S. president is also given the power to wage war, to appoint Supreme Court judges and cabinet ministers. That makes the President effectively a dictator at times. It is most logical to grant those similar powers to the “House of Tradition and Culture”, HTC, to maintain national stability with no need to call on the military. That fulfills the teaching of the Humane Authority Way. 4)The House of People’s Will should be more specific, because of the selfish and near sighted short comings of U.S. liberal democracy. U.S. liberal democracy has infected China’s uninformed public to look away from its tradition and culture and other developing nation’s stability are disturbed by international media controlled by the U.S. and West. Not the least let us not forget the warning of the forth coming Western political Fourth Revolution conclusion in the book “The Fourth Revolution” (by John Micklewait and Adrian Wooldridge on Liberal democracy short comings). Today it is the largest export country in goods surpassing the U.S., which came from mere millions in export in 1949 to today’s trillions. It is expected by World Bank and many experts that China’s economy will catch up with the U.S. in real terms by 2020 if not earlier. WHAT LIES AHEAD AFTER CHINA IMPLEMENTED THE HUMANE AUTHORITY WAY? Since the Humane Authority Way originated in ancient China it is natural for China to transition into it. As mentioned in previous section the CPC has also been in practice as political party for the last 60 years for the role as the consensus leader in the most important HTC of Humane Authority Way. According to the eminent scholar Yue Dai Yuen in Introduction, I quote again, “The history of world civilization has demonstrated that Chinese civilization is a cultural system with powerful resonance. Since ancient times, Chinese culture has put the pursuit of a spiritual and moral life at the center of its concerns. Its harmony principles stand for reconciliation between man and nature, for healing the rift between logic and spirituality, between the pursuit of material wealth and the good life, between natural science and humanism.” Thus with renaissance of Confucianism and harmony brought about by China Dream and the Humane Authority Way, China will further her modernization in the direction as called for by the 18 National Congress of CPC under the leadership of Xi Jinping. As a visionary new leader Xi already called for a China dream to rejuvenate the Chinese nation by rediscovery what is best in the past to combine with what is best in the future to bring a better life for all China with improved environment, better social and health services and an responsive governance according to the Humane Authority Way, a truly socialist nation with Chines characteristics. By today’s news China already is the country with the biggest production of renewable energy products including solar energy products. Based on the conclusion of all cited references we can expect that China will be most exemplary in its undertakings entrusted by the Chinese people’s wisdom. The CPC is the largest political party with 75 million active members, it has 60 years of proven nation building record as mentioned in the last section, it has the most resources among all political parties in the world, it is accustomed to manage large projects as witnessed by the perfect hosting of the 2008 Beijing Olympic with the theme “One world, One dream” and the 2010 Shanghai World Expo with the theme “Better City, Better Life”. Both event themes accurately forecast China‘s dream and future action. All predictions expect China to become exemplary in political reform and modernization far exceeding its past achievements. China will become a good model to the multipolar world in all human endeavors beneficial to the world. No matter how strong China becomes it will never become a hegemony power. It will always practice harmony and mutual development as promised by President Xi Jinping in numerous world speeches. It is not in the Chinese gene to practice hegemony. China’s culture profoundly influenced the world especially the East in the past but it was always through resonance instead of hegemony in contrast to the U.S. Ever since the end of second World War , as the world’s only superpower the U.S. always seek to extend its influence through wars such as the Vietnam war and the Iraq war. In the future the world will become more multipolar, more democratic and more peaceful because the U.S. will have to share its power position with China and other nations. As liberal democracy comes under more world denial beginning at the home front challenged by the political fourth revolution predicted by the book “The Fourth Revolution.” The U.S. will involuntarily concede some of the moral high ground to China and thus become less aggressive and arrogant for the better. The U.S. postured shining light on the hill will become less blinding to the world , that allows a more diverse world culture with hundred flowers blooming in a verdant and beautiful world cultural garden.
