SUMMARY
China’s diplomacy is assuming a more assertive face by advocating harmony between countries and between peoples. This transformation has been commensurate with China’s power reemergence and with its reclaiming of the cultural richness of Confucianism. There are several major principles governing China’s practice of harmony-oriented diplomacy: 1) Being both outward-looking and inward-looking, seeking mutual adjustment and mutual adaptation with the world; 2) Seeking a multi-faceted win-win outcome; 3) Putting aside ideological differences and focusing on substantive cooperation in foreign relations; and 4) Establishing secure communities without the intention of sphere of influence, power politics, or dominance. Many countries welcome China’s practice of harmony-oriented diplomacy as it projects China as a benign power and makes China’s foreign policy more transparent and predicable. On the other hand, skeptics remain concerned about the sustainability and effectiveness of harmony-oriented diplomacy in a world of conflict. Only proper understanding of and reaction to China’s harmony-oriented diplomacy can help smooth China’s transition and orient it towards being a contributor to a better world order.

This is a significant step towards a more harmonious world by bringing all the world media together for the first time of modern history. Some called it the Olympics of Media. 170 world media and over 300 delegates attended. These included the eight biggest world media house presidents, CEO’s from Xinhua, AP, Reuters, Time Warner, BBC, Newsgroup, Tass, Japanese United Press and Google. The concluding Joint Statement emphasized increased win-win cooperation in expanding world multicultural reporting and also specifically called for more diverse, accurate, fair and impartial reporting. We at World Harmony Organization (WHO) work for Harmony Renaissance to bring harmony, a universal value back. Harmony is being neglected because of the world is driven by racial, religious and ideological strife. Harmony Renaissance is needed as the ultimate resolution to unshackle us and to reverse the tide of human self destruction and environmental degradation. Harmony with mankind and with nature is necessary for our sustainable development and survival.World Harmony is achievable because the cycle of self destruction and deception is reversing. We can see it coming. The world is heading towards mutual win win development. We are beginning to be aware that world development is not a zero sum game. World Harmony can be simply defined as a multilateral world set on the course of win win development. This will release the energy for mankind to work for common prosperity.Harmony as a guiding faith is very broad. It includes peace within oneself, relations between people, within family, between citizens and nations, harmony among nations and between man and nature. Democracy is nothing but harmony between citizen and their government. Environmental ecology is simply harmony of man with nature. Harmony Diplomacy is the Golden Rule for Global Governance.The practice of harmony can be simply defined as the following twelve virtues: Tolerance, Acceptance, Respect, Equality, Gentleness, Forgiveness, Patience, Humility, Conservation, Ecology, Unity with Nature and Unity of Mankind. With these practices firmly in mind World Harmony is on the way to be achievable.What promises lie in the future? In the future we will see further growth of developing countries and multilateralism. This will lead to a more harmonious balance of East and West, North and South dialogues and cultural exchange. The world is poised for win win mutual development. World development is not a zero sum game as some might think. The best way to develop is openness and learning from the best of each culture so as to move towards common prosperity.The big media houses and others come together because of new challenges from the marching of the developing world and changes of technology and market orientation. Powerful world media working for more harmonious reporting is a major breakthrough for the cause of World Harmony. The Western powers have dominated the world stage and news reporting for the last two centuries. By conceding to cooperation and win-win development in world news reporting the stage is set for inevitable improvement of East West and North South relation. BEIJING, June 25 (Xinhuanet) -- World Harmony Organization(WHO) deems it important to cover outstanding examples of harmony diplomacy in work. This is the value we place on world harmony renaissance and world harmony diplomacy watch. When two of the largest East and West news agencies meet to renew friendship, mutual respect and trust it will have profound effect on even handed world news reporting. World understanding and harmony between East and West will surely be enhanced by this festival celebration. Xinhua News Agency and Reuters on Thursday, June 21,2007 held celebrations in the Great Hall of the People to mark five decades of cooperation. Xinhua President Tian Congming and Reuters Chief Executive Officer Tom Glocer unveiled a photo exhibition, comprising about 120 classic cultural and diplomatic exchange photographs, taken by correspondents from Xinhua and Reuters. The exhibition is a fascinating, historical record of a range of political, economic, scientific, technological, cultural, educational and sporting events over the years. The following are excerpts from Xinhua Net with ith opinion and concluding remarks from World Harmony Organization. "Over the past 50 years, Xinhua and Reuters have exchanged visits and staff at many levels and have signed a series of cooperation agreements," Tian said to the gathering. Reuters was the first Western news agency to forge a cooperation with Xinhua. In May 1957, the two news agencies signed a deal on news story exchange. "I am delighted to see how healthy the cooperation between our two organizations is," Tian said, citing a recent joint training class for Olympics reporters in Beijing. Tian said Xinhua-Reuters cooperation can blossom as long as the two sides abide by the principles of "mutual respect, close consultation, a long-term perspective, mutual trust and mutual benefit." "Over the last fifty years we have shown that an open and constructive relationship can produce great achievements," Glocer said in his address. Quoting the Chinese proverb "a book tightly shut is only a block of paper", Glocer said the Reuters-Xinhua relationship is an open book. "Today we move to the next of many chapters." Among the approximately 100 representatives at the celebrations were two pioneers of Xinhua-Reuters ties --- Peng Di, the first Xinhua correspondent in London, and 80-year-old David Chipp, the first Reuters correspondent in Beijing. Founded in 1931, Xinhua News Agency is the most authoritative news agency in China and an international provider of multimedia news and information services. Based in Beijing, Xinhua runs 33 domestic bureaus and 102 overseas bureaus. Xinhua provides round-the-clock news and information services in nearly 200 countries and regions in eight languages: Chinese, English, French, Spanish, Russian, Arabic, Portuguese and Japanese. Senior official of the Communist Party of China (CPC) Li Changchun on Thursday called on Reuters to report China as it is. "Reuters should be a bridge in helping the world obtain a better understanding of China and report China as it is," Li said in a meeting with a Reuters delegation headed by Reuters chairman Niall Fitz Gerald. Li, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, also hailed the good partnership between Xinhua News Agency and Reuters over the past fifty years. Li said exchanges and cooperation among news organizations of different countries have become increasingly important as the world has entered an era of information and globalization. Fitz Gerald hailed China's rapid development in economic and social sectors. He said Reuters would like to carry out a more effective partnership with Xinhua. As important as Xinhua News as a leader of world media, its professional and even handed reporting of world news, Xinhua is still relatively unknown in the U.S. Those who know, look at Xinhua with jaundiced eyes suffering from the ill effects of 50 years of cold war infection. They are so colored by the U.S. media some readers' vision to this day, unfairly shuns Xinhua news. WHO feels extreme injustice that this unfair misjudgment must not be left untreated. Xinhua's reporting stands out with the greatest integrity exceeding many Western news media. Most of all Xinhua has progressed with the times with a modern world outlook, whereas there are other medias remain short sighted and waddling in the sting pool of bygone days and engaged in confrontational, name calling, scavenging and mud slinging practices. One of the excuses for discounting Xinhua news is that it is affiliated with Chinese Government. This casual judgment without due diligence is even carried by a large cross section of Chinese Americans.
To quote an English sayings "Do not judge a book by its cover but by its contents" and "Judge a tree's merits by the fruits it bears." Simply put, as independent thinkers we must read and investigate before we mete out casual judgment. These days in international news Xinhua is a must read media to be in touch with the real world with a balanced view. One of the significant reasons for the lack of awarenesss of Xinhua by the U.S. public, is the ill effect of ethnocentric ommission of significant East and West exchange events as indicated here. This points out the importance of advocating harmony diplomacy. World Harmony Organization has the responsibilty and duty bound to continue our world harmony renaissnce and harmony diplomacy watch. The Motto for harmony diplomacy for the 21st Century is rightly so "Mutual respect, mutual trust and mutual development. Carry a strategic and long vision." The old American wisdom that is being revived by some "Speak softly and carry a big stick" is so 19th century. It has no place in today's necessary pursue of harmony diplomacy to resolve the extreme disparities of today's conflicting world.

"Freedom, Democracy and Harmony are three ancient universal human ideals that belong to the world and not to any one single nation. They are not entirely independent but intimately related. As a matter of fact, there exist fascinating relations among them that warrant immediate global study. Some may wonder why freedom and democracy have been so widely promoted during the last 400 years of human history, while harmony was barely noted on the world stage."
"In fact, Freedom and Democracy have been the most successfully used tools to promote international diplomacy in the 20th Century. Harmony, as a great unifying force in the on rush of globalization, has now come of age. Harmony is mankind's greatest common value. The conflicted world of today urgently calls for international democracy through the practice of harmony diplomacy."
"Nature imbues us with the instinctive knowledge that we are born free. The mountains, the wind and the lions are born free, not to mention any other of the myriad animals that remain free until captured. Harmony Diplomacy in Work

The US media, which accustomed to confrontational cold war diplomacy, has been slow to recognize the signs of world harmony diplomacy on the rise. The profit-driven, corporate and military complex dominated American media looks sluggish when faced with the tide of win-win mutual development between nations.
It remains to be seen if the US media will finally learn world harmony diplomacy and move forward to the 21st century.
Besides the overbearing American foreign policy, the condescending attitude in the media for the past 50 years, is also to blame for the mistrust created between the States and other nations. A change of heart in American media will certainly help to create a better world understanding for the US government to continue practicing world harmony diplomacy.
The following are major current event stories showing signs of harmony diplomacy on the rise drastically under reported by the US media.
On Wednesday May 23, 2007, Chinese and American officials ended a key economic dialogue in Washington in agreement.
The meeting was co-chaired by Secretary of Treasury, Henry Paulson and China's Vice Premier Wu Yi.
During the two day Second Strategic Economic Dialogue (SED), top economic officials from the two countries discussed topics covering areas of service, investment, transparency, energy and environment as well as growth balance and innovation.
As witnessed by the fact sheet jointly issued at the closing, the two sides reached consensus on how to move forward on financial services, civil aviation, energy and environment as well as signing a number of specific agreements.
One cannot help but notice that the tone of the fact sheet shows great diplomacy at work. This consensus is surprising because of the perennial trade friction between the two nations, particularly in light of the climate of the China bashing, which was resulted from the recent Congressional trade protectionism mentality.
In contrast to past foibles, President George W. Bush made the correct diplomatic choice for US-China relations, as well as for world harmony.
At a White House press conference, Bush said that the just concluded US-China Strategic Economic Dialogue is "important" and there has been some progress achieved at the dialogue, stating that "this is an important dialogue. And it's one that I thank the Chinese government for engaging in."
Bush also met with Vice Premier Wu Yi in the White House Oval Office and said he appreciates China's willingness "to work with strategic dialogues in order to put in place the type of measures that reflect a complex relationship."
To set the proper tone for the consultation and consensus, the principle negotiators from both sides were careful in their statements. "Thanks for the careful attention and joint efforts from both sides, the second meeting of the strategic dialogue achieved great success," said Wu. The economic and trade relationship between China and the US is one of the most complicated in today's world, she said. The SED provides an excellent platform for both sides to "further understanding and trust in terms of strategic issues."
Vice Premier Wu added "Equal consultation, cooperation and win-win have become the overall situation and defining nature of China-US relations, both being stakeholders and constructive partners."
"Politicizing economic and trade issues is absolutely unacceptable, since it is of no help but will make the situation more complicated, harm bilateral economic and trade relations or even cause serious negative impact on the progress of overall China-US ties," she added.
On his part, Paulson said that US and China both understood that "getting the economic relationship right is vital not only to our people, but to the world economy." Paulson also said, "The purpose of this on going dialogue is to have candid discussions and find ways to ease, rather than increase tensions."
"Now and then, the peace of the world and the progress of the world required close cooperation between the two peoples of the US and China" said Henry Kissinger at the opening of the dialogue. "The most advanced industrialized country and the country that is growing at the fastest rate have the unique opportunity to set an example for the rest of the world of cooperation and vision."
The consensus reached through the SED consultation clearly demonstrated the merit of practicing harmony diplomacy. Harmony is fostered by acceptance, respect, equity and humility. This type of no fault, win-win consultation can lead to complementary solutions between any two nations. The SED fact sheet may serve as a model of harmony diplomacy with humility, practiced by two great nations with wisdom.
Details of the six party talks on the nuclear issue of the Korean peninsular coming out on April 11, 2007 are very encouraging. It clearly shows that the two strong contending sides are giving ground and reached some consensus through long painful discussions and consultations. This is how harmony works through discussions, consultations and consensus. Until the announcement, the accord all seemed but impossible. Not so long ago President Bush called "North Korea as part of the 'Axis of Evil'." From World Harmony Renaissance perspective this event may spark a series of events that signal the beginning of harmony at East Asia.
By implementing the Nuclear Disarmament Pact, US, China, Russia, Japan, South Korea will have to help North Korea recover. That means major countries across both sides of the pacific will work together for mutual development. North East Asia development has a lot of potential. The Accord calls for "Within 30 days: Five separate working groups meet on denuclearizing, normalizing US-North Korea relations, normalizing of North Korea-Japan relations, economy and energy cooperation, and peace and security in Northeast Asia."
Be what it may, this proved the importance of harmony diplomacy to give the fair historical perspective and the whole aftermath of the cold war era. The need for mutual development will pave the way for a more harmonious world.

POWER DIPLOMACY MUST EVOLVE TOWARDS HARMONY DIPLOMACY UPDATED By Francis C. W. Fung, PH.D.BEIJING, June 3 (Xinhuanet) -- America as a young, dynamic, and endowed nation earned its place as the leader of world democracy during and immediately after the Cold War. The after effects of America winning the Cold War remained today, good or bad. The good is that the world has enjoyed unprecedented prosperity due to relative peace and stability. On the other hand the American public is constantly being reminded by their media and government that we are destined to be the leader of the world because God is on our side. What we should do as world’s major power is to advocate Harmony Diplomacy.Our self defeating arrogance is in contrast to the universal harmony principle that the more powerful we are, the more we need humility. The damaging consequence of deviating from this all encompassing truism is evident by the dilemma of our embroiled involvement in unilateral Iraqi war. As a result of continuing our Cold War Power Diplomacy we have too often infringed on the dignity of many disadvantaged nations in the world. After 9/11 we declared war against terrorism and were eager to launch the unilateral war on Iraq without giving diplomacy a chance.Our pride blinded us from seeing the need of dignity by the poor and disadvantaged. We have become immune to other nation's needs for development. Instead from our ethnocentric perspective, we continue to be critical of other striving nation's efforts to modernize. This lack of understanding of other nation's loss of dignity and desperate need of modernization did not go without notice by America's elite, experienced in foreign policy. In fact the extensive survey conducted by Pew Research Center involving 45,239 people and 46 nations from April 6 to May 29, 2007 found majorities in many countries reject the main planks of current U.S. foreign policy and express concern for forcing American style democracy.According to the polled results, there is a wide spread perception that the U.S. acts unilaterally in making international policy decisions. And majorities in most every country polled, including 97 percent in France, 80 percent in Argentina, and 75 percent in Lebanon, said the United States promoted democracy mostly where it served U.S. interests. This, according to Pew, helps explain why U.S. ideas about democracy are viewed as unilateral by vast numbers around the globe.Caution for change to a softer and more understanding American world diplomacy is being sounded in unison by many notable and seasoned formal high ranking diplomats such as Kissinger, Brezezinski, Albright and Slaughter. New theories such as Faith Diplomacy, Value Diplomacy and Diplomacy by Deeds are being advanced.In today's multilateral world, Power Diplomacy as preached by the bygone wisdom of "speak softly and carry a big stick" has lost most of its relevance. The unpopular unilateral Iraq War makes it clear that "speak loudly and carry a big stick" as practiced by the present administration has not worked so far either. In fact there are signs that Harmony Diplomacy is on the rise, witnessed by the softening of U.S. position in the Sixth Party denuclearization talk. North Korea has just declared its willingness to dismantle their nuclear facilities. US also removed North Korea from the list of evil countries. Is this sign of Harmony Diplomacy is working?On the other hand, in catering to the interest of the uninformed and proud American public, the theme of Power Diplomacy is still echoed among U.S. 2008 presidential candidates. In a July/August 2007 Foreign Affairs Journal article titled "Renewing American Leadership," fore running U.S. Democratic Party presidential candidate, Barack Obama expounded Power Diplomacy as key U.S. foreign policy to revive American leadership.According to Obama "we must harness American power to reinvigorate American diplomacy. Tough minded diplomacy backed by the whole range of instruments of American power-political, economic, and military-could bring success even when dealing with long standing adversaries such as Iran and Syria."Through out Obama's foreign policy exposition, words such as "power, pushing, pressure, aggressive, tough, tough minded, American leadership and instrument of power" are used freely. Words such as dialogue, mutual understanding, trust, tolerance are noticeably absent. The over enthusiastic inclination to use confrontation and ever increasing force without consideration of neutralizing force with dynamic balance, totally neglects the first principle strategy in counter terrorism or any warfare for that matter. Soft power can conquer hard power.A harmonious future for Asia and Europe hinges on wisdom that can steer the course of their interactions. So said delegates at the third annual Asia-Europe Meeting (ASEM) Interfaith Dialogue, which wrapped up June 23, 2007 in Nanjing, capital of East China's Jiangsu Province. In the Nanjing Statement, issued at the conclusion of the event, participants from the two continents vowed to deepen and broaden the dialogue process to foster a peaceful and harmonious partnership. Building on the achievements of the first two meetings, in Bali in 2005 and Cyprus in 2006, the two-day dialogue co-hosted by China and Italy served as a platform for religious and political leaders and academics to address their diversity and commonality in faiths and deliberate on further tapping the potential of interfaith talks in enhancing mutual understanding in an era of globalization, a senior Chinese diplomats said. "In Chinese culture, harmony is underpinned by diversity. If nations collide because of different values, globalization may be giving a new spin to the multiple values involved in international relations.A way to avoid conflict has long been sought. A seemingly uncomplicated approach is for nations to share peace and prosperity through dialogue and tolerance. The recipe of dialogue entails not imposing one's values or faith on others. It involves respecting different peoples' treasured values and beliefs. It is necessary to understand and appreciate, or at least tolerate, different cultures and religions. President Hu Jintao made the speech on China's new foreign policy of building a harmonious world at the United Nations Summit marking the 60th anniversary of the establishment of the world body. The merits of his speech are self evident.His words received wide approval and the policy is thought fruitful in 2005. The policy helped to lift China's international status, fundamentally because of its pursuit of balance. That is, to balance national development against international responsibilities, economic benefits against political and security interests, relations with world powers against those with various countries, and reform against the maintenance of world order.In the spirit of "performing great deeds" China has decided to take responsibilities of a big nation. During his meeting with President Bush, President Hu said explicitly that the China-U.S. cooperation will be on global scale. WHO advocates Harmony Renaissance for the 21st Century multilateral world because harmony is an ancient common value that was practiced by many world cultures. However, harmony has been neglected by the current confrontational world, leading to racial, ideology, and religious strife. Harmony Renaissance is the solution for human strife as well as for restoring a better ecosystem through harmony with nature. Harmony belongs to the world. No nation can claim it exclusively. Harmony, as the natural law of dynamic balance, is the order of the universe, according to modern physics. Harmony Renaissance is the next wave of creative energy that mankind is waiting for to lead us to a higher level of accomplishment beyond the European Renaissance.

During the 21s century, we will see the rise of Asia and the BRIC developing nations. China is an integral part of both. A U.S. - Chinese harmony consensus is essential for world peace and harmony. Peace is a static condition; without a dynamic harmony balance, peace will not last. There is no doubt that China will soon challenge U.S. hegemony — not necessarily in hard power, but in soft power. The U.S. is the most well endowed major nation in land and resources. As a result, China will not catch up with U.S. in hard power, as eloquently put by James Fallows, national correspondent of the Atlantic Monthly, in his recent article, “How Can America Rise Again?”

China in 2009 just surpassed Germany as the largest exporting country. She will likely surpass Japan as the second leading country in GDP within this year. China, with her attractive ancient culture, powerful government bent on reform and opening up, scientific concept of development, and Harmony Diplomacy, will be very likely to surpass America in international soft-power influence in the very near future. During the 19th century, Power Diplomacy ruled. In the 20th century, America led the world in Democracy Diplomacy and won the Cold War. However, the recent advocacy of Faith or Smart Diplomacy has been less successful and will fade in facing Harmony Diplomacy, because Harmony Diplomacy is the Golden Rule of global governance, according to a recent paper by the WHO.

The key factor of the multilateral 21st century in winning world influence will be the practice of Harmony Diplomacy as an international policy. This is true simply because harmony is the most attractive universal common value, which can harmonize diverse cultures, races, ideologies, religions, and nature. In our young, dynamic America, we must not forget that the Native Americans also practice harmony as a homegrown culture. European colonists brought the European Renaissance culture to this continent; why not also adopt our native Indian harmony culture. We successfully advocated Democracy Diplomacy after the Second World War. There is no reason for America not to play a lead role in Harmony Diplomacy because of our current leadership position. A Harmony Consensus between America and China is essential for World Harmony. By necessity, world harmony will surely come to pave the way for world peace (see paper by Francis C.W. Fung: “World Harmony, Is It Achievable? What Promises Lie Ahead?”).

America, in reaching a harmony consensus with the world, must also advocate Harmony Renaissance. China and other parts of the world must not be allowed to claim exclusivity on harmony, the most universal common value of humanity, without America playing an equal role. America under President Bush was lacking a harmony initiative. America is fortunate for your recognition of the importance of world harmony, but we are still lagging behind in Harmony Diplomacy as a national foreign policy.

WHO is an American think tank with worldwide recognition. Our classic Harmony Renaissance paper is carried by China on her government Harmony Website and has been quoted often by John Prescott, Deputy Prime Minister of the U.K. We delivered the enclosed keynote speech, “Harmony Renaissance Preamble and Declaration”, at the United Nations on their April 26, 2008 Staff Day. America has every right to claim Harmony Renaissance as home grown, as it was originated and is advocated by the America-based World harmony Organization.

We cannot afford for China or any nation to claim exclusivity on Harmony Renaissance as their national discovery, when Harmony Renaissance is home grown in the U.S. and harmony is also part of America’s native culture. It is still not too late for America to get involved. It is important for America to adopt Harmony Renaissance as its national and foreign policies, lest we be left out of this important soft-power revival.

The word “renaissance” is actually French and is most commonly used to refer to the European Renaissance because of the importance to world civilization of that rebirth of progress. The World Harmony Organization (WHO) was launched in San Francisco on Saturday, with a call on all countries to promote world peace based on harmony.
WHO, a non-profit and non-governmental organization and the first of its kind in the world, is dedicated to the pursuit of World Harmony Renaissance study and research, the organization said in a press release.
"Harmony belongs to the world. The best social system for any country is its own harmony system for sustainable development," said the release.
It said the organization was formed on the basis of the harmony theory proclaimed by the Chinese leaders in 2006.
"A major social harmony renaissance movement is taking place in China today after the 2002 announcement of the scientific concept," said the release.
"We declare our theory 'World Harmony Renaissance’ is the breakthrough mankind is waiting for the next level of accomplishment. When our common values rise above the current international conflicts through world harmony renaissance our accomplishments both scientific and cultural will soar."
"World religions and major human philosophies as we all know were developed about 2500 years ago," said Dr. Francis C. W. Fung,an American researcher who founded the organization.
"European Renaissance and Enlightenment period brought the second burst of human creative energy," Fung said. "We believe 'World Harmony Renaissance' will launch the third phase of human innovation and creativeness to herald a more harmonious and better world."
At its launch meeting, the organization will hold major global cultural events in San Francisco to advocate world harmony renaissance. It also plans future events which include World Harmony Renaissance Symposium, World Harmony Renaissance Calligraphy Contest, and World Harmony Renaissance cultural performances, according to Fung, author of the book China Harmony Renaissance - What the World Must Know.
He said for those who do not understand China's peaceful development, it is time to learn China's harmony renaissance. Special attention is given to Sino-American relations over the past 50 years.
"We believe 'World Harmony Renaissance' is hope for a more understanding world," he said.

CHINA AMERICA HARMONY CONSENSUS FOR WORLD HARMONY

China and America relations no doubt will be the most important world partnership in the 21st Century. How the two work together will determine the future for our children and many generations to come. It is essential that both sides reach a harmony consensus for world harmony. America is currently leading in both hard power and soft power. America, the most endowed major nation in land and resources, still has a lot of advantages over China. America is the land of opportunity in the 20th century, and her established competitive industries and well endowed universities have attracted many immigrant talents. But, some of these advantages may be reversing because the big China market is now rising as another land of opportunities for scientific and artistic talents.China will surpass America as the global economic power, but it is almost impossible for her to surpass America in per capital GDP as well as military hard power – unless some technology breakthrough, such as renewable energy, makes the world a more level playing field. Until such time, China will have to work hard to play catch up.

However, Chinese leaders know her advantages and disadvantages well enough not to confront America. Her advantages are her attractive ancient culture, her emphasis of the concept of scientific development, Confucian emphasis on education and work ethics, and the rediscovery of universal harmony values, which the world has neglected. China cannot claim the exclusivity of these advantages in these days of internet communication, just as America cannot claim exclusivity to technology advantages. In today’s competitive world, any new breakthrough in essential technology will be learned by all within six months. It takes some time for America to change direction and to learn harmony values. But America, the young dynamic country, had learned European Democracy and science and become the 20th century world power by her natural endowment of resources and a large market. She can again advocate harmony renaissance and retain her influence to keep her leadership. This is what is most recommendable to America. The key lies in America’s willingness to be open to Eastern culture.

From the Daoist philosophy perspective, America is more a Yang than Yin power. By virtue of her European cultural heritage and her hard power advantage, she is more inclined to use hard power and confrontational diplomacy. However, the multilateral world inevitably will be more receptive to Harmony Diplomacy. As discussed in my previous articles, in Yang there is always Yin and vice versa. Hard confrontational power unchecked can wear itself out sooner than soft power. America needs to cultivate more soft power so as to be in a more dynamic balance with China. That is the reason America must reach Harmony Consensus with China for World Harmony.China today is more willing to learn from the West than is the West from her. Chinese government and citizens know more about the West than vice versa. The Chinese media may be state owned, but are driven by the need to learn from the outside, because of her government’s policy of reform and opening up. Ultimately, technology advance and cultural influence is what sustains a nation’s development and progress as long as the nation is eager to learn. Politics is more transient, and governments can always evolve towards more harmony with their citizens. A government that is in harmony with her citizens during her developmental stage will be most stable, regardless of what type of political system.

Harmony is a dynamic balance of all social factors in a nation and assures unity in diversity that will guarantee stable and sustainable development. At the moment, America is not as willing to learn from China. American citizens are not well served by her media with its self-censorship and commercially vested interest for survival. Asking Americans on the street to name 20 Chinese notables will likely net less intelligent information than asking that question about important Americans to the Chinese. The 2009 World Media Summit Beijing declaration for more fair, accurate and diverse world reporting is a step in the right direction. Jim, as National Correspondent for Atlantic Monthly and your on-the-scene reporting from China, you have won the respect from the media that America will listen to. I have great respect for the articles you have written about China and America, especially your prescription for America in “How America Can Rise Again?” Like you, I remain hopeful for America; however, you and I need to write more to bridge East and West differences for World Harmony. I am coming from the unique position for having written profusely about Harmony Virtues, Harmony Renaissance, Harmony Consensus, Harmony Faith and Harmony Diplomacy. Under President Obama, there is a good opportunity for America to advocate Harmony Renaissance and World Harmony because of his multi-ethnic background.

Jim,

I have feelings for both Chinese and Americans so I tend to forgive the differences in cultural etiquette differences and idiosyncrasies. I agree with you the Chinese current disrespect for waiting in lines needs to be corrected by public education. After all people in Singapore, Hong Kong and old Shanghai wait in lines and they are all Chinese. What is happening now is very annoying. I wonder the Red Guard disorder has any thing to do with Shanghai do not respect lines now. When I was young I went from Shanghai to Hong Kong 1951, I found people in Hong Kong are uneducated and unruly but on my return during 1980s I found HK has changed for the better.

My mother was a very capable Shanghai lady. When I was young my family members including my father all deferred to my mother. In return my mother took very good care of us. When I came to America during 1950s I could not understand the disrespect youngsters show to their mother. Now I understand the tradition and upbringing is very different. Even today Shanghai men are known to defer to their wives. That is not necessarily practiced in other parts of the world. So cultural differences do exist.

I hope the 12 virtues of Harmony Renaissance. TOLERANCE, ACCEPTANCE, RESPECT, KINDNESS, FORGIVENESS, HUMILITY, GENTLENESS, PATIENCE, EQUITY, NONVIOLENCE, GREEN ECOLOGY AND CONSERVATION (See Attached 12 Harmony Virtues animation announcement) can be taught by public education to make people more aware There are U.S. and Chinese grade schools that are teaching virtues to school children with positive results. I wonder to the same degree public education can make nations more aware of Harmony Diplomacy and consensus politics instead of confrontational diplomacy and politics. Confrontation rather than consultation do lead to disharmony that may leave undesirable feelings that are not conducive to world harmony. It may not be as hard as one may think to reach Harmony Renaissance virtues. Look at the success in Singapore. Although some may think Singapore has overdone their public education. However, harmony balance is subject to each individual societal acceptance not for others to judge. As long as world citizens accept certain common standards according to the spirit of Harmony. What do you think?

EAST AND WEST THINKING, CAN HARMONY BE REACHED?

East and West are very different in way of thinking but obviously have similar needs. We most of all would like to be respected. Respect is one of the 12 virtues of Harmony(See Attached).We think differently because of our culture, civilization, upbringing and experience but most of all we are formed in our early life by our culture and language as we all know.

Chinese language is very uniquely different from all major phonetic languages. I have written articles on the wisdom of Chinese language. Chinese language makes Chinese thinking more spatial than phonetic. The disadvantage is Chinese children are more displined and become creative only much later in life. Most of all we are different because Confucian, Laotze and Sun Tze philosophies are very different from Christian theological traditions. A casual observation of European Chess and Wei Qi (Go game), East and West Gardening philosophy reveals opposite thinking. China has learned a great deal from the West by absorbing Christianity and the Chess game (China has modified the European Chess into a similar Chinese version). America has, however, modified the Wei Qi into Chinese checkers that is a totally different game in complexity. Chinese chess and Wei Qi are complex games but with less rules than European Chess. The Chinese language grows with culture and history but has less grammar. These differences and together with Eastern philosophy, simply put are actually quite profound in shaping East and West thinking. Sun Tze teaching is originally more a philosophy in China than just art of war. Together with Confucian and Lao Tze philosophy, they profoundly shaped Eastern thinking. But the West barely scratched the surface of these important philosophies, with the exception of Sun Tze which are put into practical use of war and business in the West.

The cross pollination of East West wisdom is the future of human continuing growth to the next level of human accomplishment. Alas, the trend of cultural flow is more from the West to the East for the last two hundred years. I believe Harmony Renaissance will re-balance the exchange as during the ancient Silk Road era. That is another long story.

Twentieth century history has been dominated by Western ideals of Freedom, Liberty and Democracy. These ideals revolutionized the relations between citizens and their governments. These changes resulted in today’s modern Western government systems. Harmony is an ancient ideal of more than two thousand years old. It is a system of beliefs that include all relations between individuals, within oneself, within the family, citizen and government, between nations and down to between human and nature.

As an all inclusive faith for conflict resolution, harmony belief has been neglected for over two centuries. The modern society in its departure from harmony faith tends to be very materialistic. Evolution by the survival of the fittest has been inordinately emphasized.Today’s conflicted world of religious and ideological confrontations calls for the revival of harmony faith. World Harmony Organization is dedicated to the pursuit of Harmony Renaissance. Our mission is to work with United Nations to support a modern harmony culture that can begin to harmonize relations between nations as well as between man and nature. There is no higher faith healing than Harmony Renaissance. Harmony Renaissance reconciles all faiths, religions and ideologies, when it is upheld by the international community as a New World Order.

Harmony is the order of nature and the operating principle of the universe. Harmony Faith as the order of universe is proclaimed in our Harmony Renaissance Preamble and Declaration. This is delivered as a speech at the April 25, 2008, Spring of U.N. Festival. Further disclosure of Harmony Faith is also attached in the article titled “Harmony Faith, the Order of the Universe”.Harmony Renaissance is the inevitable tide humans are waiting to bring us to the next level of accomplishment after European Renaissance. To participate in this second wave of dynamic harmony movement the twelve virtues of Harmony Renaissance are presented here. They are: TOLERANCE, ACCEPTANCE, RESPECT, KINDNESS, FORGIVENESS, HUMILITY, GENTLENESS, PATIENCE, EQUITY, NONVIOLENCE, GREEN ECOLOGY AND CONSERVATION. The last two being actions we now must collectively take urgently to harmonize with nature in order to avoid catastrophe on earth.

We propose that United Nations every year organize an international artists contest for the best combination of poetry and art to extol the twelve Harmony Renaissance virtues. The selected first ten submissions will be published worldwide as that year’s calendars for world distribution. This will become an important tradition for mankind to start each year with harmony inspirations. So Harmony Renaissance and the 12 virtues of harmony will live in the hearts of mankind. We can also proclaim the first month of each year as Harmony Renaissance month to advocate the twelve virtues of harmony culture.

East is East West is West, and ne’er the twain shall meetJim,I have prepared material, introduction and outline on a vast topic that you and I can assemble into a book that needs to be written and introduced to America. Over the years World Harmony Organization has published profusely on related topics such as world civilization, religion, culture, harmony diplomacy, harmony consensus, Harmony Renaissance and soft power vs. hard power.Your past publications and statements in world affairs as National Correspondent of The Atlantic Monthly qualified you as one of the few rare American thinkers of East and West development. America currently is the world power in both hard power and soft power. In terms of Daoism philosophy it is both a Yin and Yang power at the same time. China as a less endowed major nation in land and resources can never quite catch up American hard power. One however can document the unstoppable momentum that she is fast catching up in soft power as to challenge the U.S. Her ascendancy is due no less to her powerful government, ancient civilization and current harmony renaissance and harmony diplomacy drive.

Harmony belongs to both East and West civilization. America must advocate harmony as soft power before it is claimed by China and other nations. Harmony is universally cultural attractive and more inclusive than democracy and human rights. Harmony eventually will be included in U.S. China strategic dialogue in a multilateral world. You and I are Americans working for U.S. organizations. As a major power in a multilateral world America's soft power must address China's soft power growth to be equal. After all Laotze said Yin ultimately will contain Yang and the soft will overcome the hard. America is currently in a disadvantaged position because the American media has not prepared the U.S.public to understand China soft power in the multilateral world. Perhaps President Obama is more aware now but you and I together are uniquely qualified to initiate this overwhelming education task. At least I believe you and I can rally the American spirit to fulfill our manifested mission to play an important role.

Sun Tze in art of war reminds us to know thyself and thy adversary, and it is best to win without battle. The soft ultimately will prevail in a multilateral world of mutual development. Win-Win mutual development is the future. The Chinese government inherited this legacy left by Deng Xiaoping. Let us work together for U.S. China harmony consensus recognizing the wisdom in the saying “East is East, West is West, and ne’er the twain shall meet” - Mark Twain

I, Francis C W Fung am honored to be here to represent World Harmony Organization (WHO). World Harmony Organization, pursues and also advocates Harmony Renaissance. Harmony is mankind’s highest common value and Renaissance is action. Together Harmony Renaissance has new life.I am here to share with you our Harmony Renaissance Preamble and Declaration. So without much ado here is our slide. I will talk around our Harmony Renaissance Preamble and Declaration, give you my explanations and answer questions at the end.In the East, Harmony as a social science was evolved from natural science observation by Laozi. Human in harmony with the universe is called “Tian Ren He Yi.” Laozi left us with his 5000 words treatise Dao De Jing. It is the most translated Chinese book on way of life. The Chinese practice Fengsui which is a way to harmonize with nature and the environment. In the West, Einstein was also quoted as saying the order of nature is not accidental. In his words “Mother Nature” does not play dice.

Harmony is the order of nature. Harmony belongs to the world and to the universe.Harmony is the order of natural science and the fundamental law of the universe. Harmony is not passive. It advocates action and dynamic balance. Most people have the fallacy of thinking of harmony as static. We must think of harmony in terms of fluid dynamics, like the movement of air and water. It can be soft and it can be strong. It is in constant influx for sure. Harmony is dynamic energy balance and is also the principle of universe creation. Through harmony interaction the universe is created. Without harmony universe cannot be eternal.From the very beginning, the universe is created by the infinite invisible energy in the firmament. The invisible energy that created the universe can also be called Dao. The word Dao in Chinese has two parts, one stands for head, the other for motion. Together they mean primal force that leads the way. Laozi said “Dao created one, one created two, two created three, three created all things. All things carry Yin and embrace Yang. Dynamic balance creates harmony”. Laozi’s harmony theory of universe is in unison with modern quantum physics.

If we have time I can go into more detail about Laozi’s theory of universe creation.Harmony Renaissance is the guiding principle to be applied to all natural and social sciences. Harmony governs all human relations from within us, between people, in the family, in the society, between citizens and government, among governments and among people in this global village. It can be applied to ecology, green energy inventions, and green energy developments for example. Harmony includes all the important virtues to make the world harmonious. These include among others, forgiveness, humility, equity, patience, tolerance and acceptance.

Harmony Renaissance is the break through that will take us to the next level of human creativity and accomplishment beyond European Renaissance. European Renaissance brought us democracy and modern science. Harmony Renaissance includes democracy, and it unshackles us from all bondages and baggage of human distrust. It resolves hostilities and reduces rich and poor disparity. Harmony Renaissance is the inevitable tide. It will allow nations on this global village really moving towards win-win mutual development.You can ask me questions on harmony renaissance, Harmony Faith. DAOISM, CONFUCIANISM RENAISSANCE FOR WORLD HARMONYINTRODUCTIONThe renaissance of Daoism and Confucianism as called for by Anthony Alexander and Todd Crowell (See Appendix A and B) are timely for the East and West to act in unison to avoid global unsustainable development. For over two thousand years these two main stream philosophies kept the Far East in reasonable social harmony as well as harmony with nature. (See Appendix F, Definition of Confucianism). With the onslaught of Western individualism and man’s confidence that mankind can limitlessly exploit and transform nature to our liking these soft philosophies are being overlooked. With the growth of wonton consumption and environmental destruction likely to spread if unchecked the universal question arises, does the world need new paradigm and collective unity in action to avoid self destruction? After the Cold War, the world also seemed to be locked in a new round of religious confrontation that led to endless wars and destruction. What new paradigm can lead us out of this demise and unshackle us from the bondage of religious and ideology strife? (See Appendix BB, “Obama, our Confucian president, goes to China”)

LAOTZE, CONFUCIUS AND THE 21ST CENTURY
Laotze by observation of nature derived his philosophy and left us his 5000 words treatise “Dao De Jing”. Dao as the invisible energy in the firmament that created the universal is also the essence of our individual soul. The meaning of life is for our soul to achieve harmony so it can transcend our body and reach salvation. This he called “Tien Ren Ha Yi”, unity of heaven and man (See Appendix E “Harmony Renaissance Preamble and Declaration”). Man is part of nature and not separate from nature. Thus in life man must harmonize with nature. This philosophy of harmony with nature is reflected in the practice of Chinese medicine, Fengshui and landscaping, Confucius taught family and societal harmony through prevalent order and moral values. For two thousand years Confucianism was adopted by all Chinese dynasties after Qin dynasty and spread through out Far East. Under Confucian teaching, the society is governed by moral value as the bottom line with scant law enforcement. This explains why in today’s Chinese society under modernization despite the enactment of more and more laws the execution of law still needs to catch up. However at the time of Confucius it was said “People did not close doors at night and people did not pocket lost items from the street.” People also practice “Hua Di Wei Lao” meaning people draw a circle on the ground as prison and repent by sitting inside it. As ancient philosophies move towards modernity there are always need to keep what are relevant and discard what are irrelevant. Certain Confucius teachings on women’s societal role that were prevalent values of the time are long gone by the wayside in today’s China. Mao, another thinker of China could not have put it in a better way: “Women hold up half the sky”Of course, under today’s capitalistic materialism and liberal world there are just too many temptations not to enforce law and order beyond the practice of moral values. Today the world is going through major cross currents. The developing world must adopt law and order to keep up with modern materialism progress. The developed world, on the other hand, is finding materialism and greed is growing unchecked as witnessed by the recent financial crisis and the threat of climate change. These calls for East and West cultural convergence to achieve a global win win mutual development. In short, East and west must learn to work together for world harmony to minimize ecology catastrophe, ideology and rigorous strife.

DAOISM, CONFUCIANISM AND HARMONY RENAISSANCE
Renaissance simply means revival of old common values that has been neglected. In the past we have European Renaissance to lead us to the 20th Century liberal democratic government and modern science. In the future multilateral world we need the world to come together in harmony to avoid conflicts and confrontations. We need to revive the harmony components of Daoism and Confucianism. Both Daoism and Confucianism taught harmony without invoking the fear of the creator. Confucius said “Respect the supernatural and keep a distance. As much as religion also preaches harmony, but the cultural specific man made creators of each religion is inherently divisive. Bahai Faith, the latest religion with a Christian-Islam tradition, 300 years ago, taught unity of mankind, unity of all religions and unity of science and religion. That is long before Dalai Lama’ statement that religion must defer to science. Harmony Faith and Daoism with the concept of invisible energy in the firmament that created the universe is in unity with modern quantum physics observations. (See attached Appendix C, “Harmony Faith, Order of the Universe” and Appendix E “Harmony Renaissance Preamble and Declaration”)

According to Crowell, “One of the major criticisms of Confucianism is that he tended to relegate women to the margins of public affairs, though he may merely have been reflecting the prevalent values of his time. Today, a nation shortchanges itself if it does not follow a saying of another Chinese thinker, Mao Zedong, "women hold up half the sky". Of course, just because Mao upheld women and men equality dose not say he is of the same station as Confucius in teaching harmony. Mao was a revolutionary leader that led China out of colonial subjugation and male dominated society. Today Confucius teaching extended education to the poor and he pioneered universal education. His harmony teaching is sublime. But in moving any ancient common value to modernity we must selectively keep what is relevant and discard what is not relevant.Harmony Renaissance is simply reviving harmony teaching in all cultures so the movement will release us from the bondage of religious and ideology strife. Thus mankind can reach a higher level of accomplishment beyond European Renaissance. We learned from past history that negativism and judgmental of fellow countries hinter progress. Harmony virtues include tolerance, acceptance, equality, humility and forgiveness means dynamic balance of difference to forge world win win progress. EAST IS EAST, WEST IS WEST
Peace is a static end state in its conception. The universe and life is not static. The universe is ever expanding according to modern physics. Our soul is eternal. There will not be lasting peace when there is no harmony. Harmony is dynamic balance and is not an end state. It is about eternity. It is the constant action and growth.East and West culture represent two opposites. Just like male and female, electron and positron, Yin and Yang. Harmony is the invisible hand that keeps the opposites in dynamic balance but never equal. When there are no opposites the universe will not grow and there will be no life. Please see following attached "Harmony Faith, Order of Universe" in English and Chinese translation. English is the original.Western culture is more confrontational. But in Yin there is Yang and vice verse. The best representation is the Tai Chi double fish symbol. However, according to Laotze, ultimately the Yin contains the Yang. In the universe, invisible energy contains the Yang (visible matters). This is testified by modern physics.Yang being more confrontational, aggressive, less patient tendS to use hard power. When this tendency is not in check, it will more likely to wear itself out. For dynamic balance between Yin and Yang within or without, Western culture ultimately must contain more Yin. This is the truth.

Right now Western culture has more system engineering and modern organizational infrastructure. But Eastern culture as Yin, tends to be more patient, use more innate soft power. Confucianism taught the practice of soft power. Laotze advocated the truth that soft overcomes the hard when aggression is over extended. East and West must attempt to reach harmony to avoid self destruction. They will ultimately not merge. Yin and Yang will coexist as unity in diversity. That guarantees life and continuing growth. In the same rational thinking mankind must reach harmony with nature. Mankind is part of nature and will never conquer nature according to Laotze. East and West have a lot to learn from each other. That is what world harmony is all about. As modernized as Japan and Korea are, their societies are still more Confucian than Christian and Western. China will be more Confucian than Marxism. East and West can approach harmony but will never completely merge. The universe and life is about Yin Yang balance and growth.

EPILOGUE
•The search for harmony must rely on broad vision. Christ taught many harmony virtues to his disciples including love. What makes Confucius teaching more culturally attractive to the developing world is his teaching is not linked to fear of a cultural specific creator. He said “respect the supernormal and keep a distance”.
•Most liberal governments believe in the separation of religion from government. There is also a lot to say about the separation of moral teaching from the fear of the creator. The society is a lot better if we can do good out of our belief without the fear of the creator or the law. That is the ideal of the perfect gentleman in Confucius teaching.
•America has over 300 years of industrial experience. China only has 60 years. Based on today’s rate of development no one can predict what happens in another 60 years. Hopefully by then both nations will reach harmony consensus.
•The ills of today’s Chinese society can be fixed by a heavy dose of Confucian teaching. In fact Confucianism is doing well and fine in many Asian nations, such as Japan, Taiwan and Singapore. In fact, Confucian Renaissance in Taiwan and Singapore is nothing new but alive and kicking for many years. Japan often said that Confucian ethics is flourishing in Japan better than at the master’s birth place.
•If 21st Century is going to be Asian Century than the West needs to reach harmony consensus with the Asian nations in the balance of “Eastern moral Values” and Western Liberal Democracy and Values” for a harmonious world.
